Dear Andrew
Thank you for your request for information received on 16 June 2017. You
requested:
“Please can you provide the following information for all Day Nurseries
and First schools including all Pupil Referral Units within the UK?
I would like a list of all the names of Seniors Contacts/Heads, email
address of contact, address, telephone number, plus the school's URN
number.
Please can the information be provided in a spreadsheet”.
I have dealt with your request under the Freedom of Information Act 2000.
The department’s list of early years providers in England is populated
through two sources:
1. Edubase, the department`s register of educational establishments; and,
2. The Early Years Census (EYC) for information on private, voluntary and
independent (PVI) providers
([1]https://www.gov.uk/guidance/early-years-...).
Edubase and nursery schools
A file containing data from EduBase, as at 5 July 2017, is included with
this response. This includes email address and contact telephone numbers
where they are available.
Further information on the terms used within this extract can be found in
the EduBase glossary:

Private, voluntary and independent providers (PVIs)
The department does not hold a list of all PVI providers registered in
England, only those who receive funding in relation to the funded early
education entitlement. A file containing our list of private and voluntary
providers in England (excluding childminders), as at January 2017, is
attached.
The location data provided includes the local authority and the
establishment’s postcode. The department does not collect the
establishment’s full postal address.
The early years census collects contact details for the nominated person
who facilitates the data return. However, the contact details provided are
often that of administrative staff, teaching staff, accountants or IT
suppliers. Some email addresses and telephone numbers appear to be a
member of staff’s personal contact information (e.g.
[email address]). Therefore, the department believes that these are
the personal data of the individuals concerned and that the relevant names
and email addresses should be withheld under section 40(2) of the Freedom
of Information Act. Section 40(2) provides for personal data to be exempt
from disclosure where its disclosure would infringe the rights of
individuals and contravene any of the data protection principles under the
Data Protection Act 1998. This is an absolute exemption in these
circumstances which means that it does not require a test to balance the
public interest in releasing the information against that in withholding
it.
