Reports Concerning H&S at Leisure Centres

The request was successful.

Dear Uttlesford District Council,

As an earlier request for information relating to the Council’s performance management of Leisure Connection was only partially successful, I am now making a new request for any documents and / or emails by council Health & Safety Officers and Environmental Health Officers that relate to the three leisure centres (Lord Butler, Mountfitchet Romeera and Great Dunmow) managed by Leisure Connection.

The period I seek documents from is 16 April 2009 to 15 April 2012.

I do not seek all documents relating to any specific issue. All that is required is sufficient to understand the nature of the issue, its frequency and/or severity, and the Council’s response. I do not seek to know the names or email addresses or telephone numbers of any individuals.

Please contact me via WhatDoTheyKnow if you think I can help the Council reduce the work involved.

My preference is for all replies and information to be posted on What Do They Know.

Following a discussion with an Uttlesford DC Officer this morning, I have agreed that a specific single document relating to an incident this year and an assurance that there have been no other incidents that H&S and EH are aware of will be sufficient to conclude this request.

A great deal of council time and effort could have been saved had this discussion taken place earlier, as I had invited.

conversation with our Head of Environmental Health, Mr Geoff Smith, I
believe it was agreed that you only required documentation relating to any
incidents since January 2011.  Therefore, please find attached said
information.

accordance regulation 13 of the Environmental Information Regulations;
this provides an exception for personal information protected under the

Further to the recent discovery that personal information was embedded in
some of the attachments in our response to you dated 8 May 2012 i.e. in
copies of emails/documents, my original response was subsequently removed
from the Whatdotheyknow.com website.  Certain attachments have been
amended accordingly and duplicate emails removed.  I am therefore
replacing our response dated 8 May 2012 with the message below.   Please
accept my apologies for any inconvenience caused.

 

Your request for information has now been considered and while the request
has been submitted under the Freedom of Information Act the proper
assessment needed to be made under the Environmental Information
Regulation Act 2004.  Please be aware that personal information relating
to staff and members of the public (i.e. private telephone numbers re

My thanks for the belated further response.

I was surprised to hear from Uttlesford DC after such a long wait.

I regret not having closed the request, as council resources have been used to send documents that are no longer of interest to me.

I suggest that in future Uttlesford DC check with those who made requests some years ago before sending so many documents.

The WhatDoTheyKnow administration team have deleted one response message from this request because the Council accidentally released personal information, including sensitive personal information relating to a child.

The incident report previously released at https://www.whatdotheyknow.com/request/r... was released in unreacted form and a file note which identified individuals was also released. Collaterally hidden material includes correspondence with the HSE about that case, a couple of completed "swimming pool checklist" documents; and a file note on another incident.

This matter was reported to Uttlesford District Council and the Information Commissioner's Office.
