Reported Hate-Crime/Racist Crimes

We're waiting for Scott Robinson to read recent responses and update the status.

Dear Kent Police,

I’m writing to you under the Freedom of Information Act to request statistics on the number of hate crimes reported to your Constabulary. I’m building a study which details the changes in hate-crime behaviour in the last 10 years across the UK.

I want to know these three things:

1. The total number of reported hate-crimes in your Constabulary each year from January 1st 2009 to November 31st 2019.

2. From those cases above, how many resulted in a conviction?

3. Out of these hate-crimes, do you have statistics on how many were incidents of racism? If so, can this figure be included for each month?

I understand this may be quite the task to put these figures together, I’m willing to accept a small but reasonable delay in getting the figures back.

Thank you for your request received by Kent Police on 27 December 2020.

Unfortunately your request engages the cost exemption at Section 12 FOIA.
Section 12 provides an exemption from a public authority’s obligation to
comply with a request for information where the cost of compliance is
estimated to exceed the appropriate limit. The Freedom of Information and
Data Protection (Appropriate Limit and Fees) Regulations 2004 state that
the appropriate cost limit is 18 hours in the case of the Police Service.

The reason for engaging the exemption is question 2. Crime data and
prosecution data are stored on separate parts of the electronic recording
database which cannot be linked automatically. To determine if a hate
crime offence crime report resulted in a prosecution and subsequent
conviction would require the manual review and cross reference of all
relevant crime reports and case files, amounting to many hundreds of
records, and is estimated to exceed the 18 working hour limit.

When Section 12 is engaged, our duty under Section 16 requires that we
assist you in refining your request so as to bring it within the cost
limit. In this instance we would suggest the following refinement:

2. From those cases above, what were their crime recorded outcomes?

3. Out of these hate-crimes, do you have statistics on how many were
