Please kindly provide information on how many Hate Crime reference numbers were issued for each year from 2005 to 2010.

Please categorise these figures into following sub=sections:

1. Disabled Hate Crime
2. LGBT Hate Crime
3. Race Hate Crime
4. Religious Hate Crime
5. Any other sub-section

Then please provide figures on :

the amount of successful prosecutions against Hate Crime for each year shown against each specific sub section of Hate Crime as set out above.

Dear Warwickshire Police,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Warwickshire Police's handling of my FOI request 'Reported Hate Crime and successful prosecutions'.

Within my FOI request I specifically asked for information on disability hate crime.

This has been completely omitted from the request. If there were ZERO reports of Disability Hate Crime throughout the period I requested, this should have been reflected in the response.

With no information provided on the recording of Disability Hate Crime I consider this impossible to believe, particularly when I myself have a disabled hate crime reference number for March 2010.

This is NOT reflected in this FOI response and would ask as a matter of urgency, this matter is urgently reviewed and an explanation provided why this important information on disabilty hate crime has been omitted in Warwickshire Police's response.

Please note other forces have responded adequately to this request made by other people independently to myself in other Forces, and can be viewed on the whatdothey.com website.

I am shocked by Warwickshire Police's response to this request and because other Forces's provide this information freely, question why, in this request, has this information been denied.

I can confirm my request for internal review is based on the failure by Warwickshire Police to provide any statistics to demonstrate how it records disability related hate crime. Your response suggests disability hate crime does not exist within Warwickshire OR the Force fail to recognise and or record disability related hate/crime.

Thank you for your response, however there are woefully significant and ongoing discrepancies over the information you supply.

I do not accept the excuse proffered by Warwickshire Police it provided domestic violence figures and if this is the case, demonstrates a high level of incompetence. My request clearly stated what is required and indeed has been sent to many others Forces without the issues so clearly visible with Warwickshire Police.

Following the unsatisfactory response to my initial FOI request to yourselves, I contacted Force Diversity Officer Mike Slemensek, who has provided me written evidence of reported figures of disability hate crime and these hugely vary from the revised figures you now suggest.

For this reason I continue with my request for an internal review why it proving impossible to identify the true figures of recorded/reported disability related hate crime.

Given this is a public forum, then I would like to demonstrate that for last year alone Mr Slemensek states there were only 9 reported cases of disability related hate crime, compared to your revised figure of 46.

Please ensure this matter is dealt with promptly and provide an explanation why your revised figures do not match Force Diverty Manager's figures. As an educated guess, my preference would be to trust the Force Diversity Manager's figures of just NINE recorded disability related hate crimes for last year alone.

Please note an emailed response below from the Force Diversity Officer citing there were only 9 recorded disability related hate crimes with this Force for last year.

The FOI Dept initially stated there were none for the same period. After an Internal Review, they produced 46 disability related hate crimes for last year, now conflicting with the Force Diversity Officer's figures of only NINE for last year.

I have asked for an explanation for this 3rd demonstrable discrepancy in it's figures for disability related crime. They have refused to conduct this via responding to whatdotheyknow.com but invited to me a private meeting to explain the discrepancy. I will continue to insist this explanation is provided by way of this forum, in line with my FOI request and it remaining in the best interests of the public they do so.

Dear Anita,

Thanks for your emails including the heads up about the Disability hate crime conference on 11 May. This looks like an important conference and I am finding out a bit more about costs/agenda etc. I think this could be useful.

Regarding the hate crime data you mention below - we do record all hate crime and hate incidents according to the Home office definitions. Basically if anyone - including ourselves - believes an incident or crime is motivated by prejudice or hostility - our aim is to record it and investigate it as such. We monitor our data and we send annual returns to the Home Office - which the Home Office have now begun to publish. We collect 'hate' data under the following categories:

racist
religion or belief
disablist
transphobic
homophobic
Any other report would be recorded

We record crimes and incidents under all of these categories, including disablist crime but as you know - and as I have mentioned in the media recently, disablist, homophobic and transphobic hate crime and incidents are under-reported compared to the actual experience of people who have these protected characteristics. That is why it is important for us to get the message out about reporting and to provide as many avenues as we can for people (victims and witnesses) to tell us about such crimes when they occur. This has got to be a priority and a major but worthwhile challenge for all police forces. During April 2010- feb 2011 we recorded 12 disablist crimes/incidents compared to 9 in the same period the previous year.

If you have any communication for the IAG chairs - please do not hesitate to send it to me of Jo-An and we will forward. It is down to them if they wish to make their personal contact details known by response.

I have requested an explanation for the continuing discrepancies experienced not just with the FOI department but also with your Force Diversity Manager and why these still exist.

I consider it is in the best interests of the public an explanation is provided via this cite (and not navigated away from public viewing via a private meeting) why your figures significantly differ with the Force Diversity Manager's on disability related hate crime. To that end, I will not consider a private meeting in relation to this request.

Please note in July 2012 (12 months after mine) Matthew Green made an FOI request via this website to this Constabulary requesting information on number of hate crime reports to this Constabulary for 2010.

Please note further to reassurances I received from this Constabulary the information I received was "correct", following my challenging the information, yet subsequent FOI response to Mr Green's request for same, shows a huge disparity, yet again.

What can be shown via this website, is that within 12 months of two identical requests from two independent parties, this Constabulary is unable to demonstrate a consistent response in it's figures.

I was informed via this website from Warwickshire Police, there were 3023 reported hate crimes (notifiable and non notifiable) for 2010. That was after an internal review.

In a response to Mr Green July 2012 for same request, the response from Warwickshire Police was there were only 446.

You be the Judge and read the two very different responses two whatdotheyknow.com people have requested from the same Force 12 months apart, for identical information during identical period.
