Reported exposures to asbestos in schools

We're waiting for Lucie Stephens to read a recent response and update the status.

Dear Public Health England,

Under the Freedom of Information Act 2000, please provide me with the following information:

Details of all reported incidents of exposure to asbestos reported to have taken place in a school in England between 2011 and 2016. This may include details of exposure to
'asbestos' and/or 'ACMs' and/or 'AIBs' that have taken place in school premises and have been reported to Public Health England.

I am interested to receive details that include;
- the location of the exposure (e.g. the name and address of the buildings in which exposure occurred)
- number of people exposed to include adults and children (where possible please break down the data to indicate number of adults exposed and the number of children exposed)
- any action taken to reduce the risk of mesothelioma to those that have been exposed

I am interested in exposures registered with Public Health England from between the dates 1st January 2011 and 31st December 2016.

I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.

If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the Act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive
fees.

I would prefer to receive the information electronically.

If you require any clarification, please contact me in accordance with your duty under Section 16 to provide advice and assistance if you find any aspect of this FOI request problematic.

Thank you for your response and apologies for the delay in responding. In truth I would like access to all 140 records that you mention. My solution would be one of the following (listed in order of preference)

- PHE provide the complete records of all 140+ incidents that you have records for. I will complete the analysis and distill the reports into the format that I had originally requested.

- You provide the information requested, in the format earlier specified for all incidents occurring between January 1st 2014 and 31st December 2016

Dear FOI,

Thank you for your response. It is disappointing to hear that you will not release the data despite the fact that I have narrowed the dates between which I am requesting information. I do not want to narrow the causes of the asbestos release as I am aware that there are a range of potential causes for asbestos release schools.

I have further narrowed the parameters for the request to a period of 12 months. I believe that there is a very strong public interest case in providing this information. It is currently the case that there is not one source of comprehensive data on the number of people (adults and children) affected by asbestos exposures in school settings. I have approached other sources for information too. Mostly they have been much more forthcoming with data than PHE. I am seeking to triangulate the releases reported.

I request again that you provide,
- data on the number of adults and children reported to PHE to have been exposed to asbestos on school sites.
- please provide information for all the incidents occurring between January 1st 2016 and 31st December 2016

Please confirm the date when this information will be provided.
