Dear Her Majesty's Treasury,

According to POL Board Minutes of March 1999, with regard to the HM Treasury proposal to reconfigure the Horizon project:
‘Intensive negotiations are now taking place between all the parties, to establish the technical and commercial viability of this proposal. HM Treasury are tasked with producing a final report to go to the Prime Minister by the end of April’

Please can you disclose the HMT report which was put to the Prime Minister.

Please can you disclose any other reports by the independent experts who assessed the technical viability of Horizon at this time and whose findings supported the HM Treasury report which was presented to the Prime Minister.
