Thank you for your recent request for information.

The Freedom of Information Data Protection Act (Appropriate Limit and Fees) Regulations 2004 (SI 2004 No 3244), recognising the principle that responding to access to information requests can use up an authority’s capacity and resources, sets out an appropriate limit to the time spent complying with requests. Whilst I have taken into account the sensitivity and validity of your request, and your right to access information, the Council must also consider the best use of its limited resources. We will do our utmost to respond to your recent nine requests (dated from 29th June – 28th July 2015), however we would be entitled to refuse, as it is calculated that 22 working hours have been spent on your requests.

I trust this clarifies our position.

Thank you for your reply.

Please be assured I do not seek to waste the Authority's time by making my requests.

The requests have been generated because of serious questions I have arising out of the Report presented on 2nd July 2015 to the Executive Committee. The Report is already causing trauma in residents at Haulfre, not to mention staff, and as the Authority will be aware, residents have, under the heading of "Life Chances", a "Right to Life". That life is being lived in their home, Haulfre.

Option 2 in the Report recommends consultation on the future of Haulfre and this been accepted by Exec Committee (and the word " closure" has been written into the Report). I am raising the requests because in my opinion the Report is seriously flawed and could have a serious outcome on the lives and life chances of residents. It is for those primary reasons that I am making requests so that I can fully understand the background to the content of the Report.
