The request was refused by Tower Hamlets Borough Council.

Dear Tower Hamlets Borough Council,

There is a 50 page report 'Report on allegations of the abuse of children in
the residential care of the London Borough of Tower Hamlets from 1966
onwards' which includes abuse at St Leonards Children's Home 1965 -1984, Myrtle
Cottage and Wallis Cottage and The Greensteads
It is believed abuse was perpetrated by perpetrated by 3 Tower Hamlets employees Bill Starling, Alan Prescott and Haydn Davies.
Can you send me a copy of this report, redacted where necessary to protect victims and personal information.
Can you provide any evidence that the report was solely "produced to form part of the legal advice to the Council"
Can you tell me the date the report was commissioned and finished.

This report was only circulated with the classification 'restricted' and
