Thank you for your request under the Freedom of Information Act 2000.

 

Please find below the answer in response to question  raised in your
communication dated 10th March 2014.

 

1) Number of General Waste Wheelie bins at Residential Properties recently
replaced with smaller versions? We have replaced 22500 bins up to 14th
March and will complete the roll out to 50,000 properties by May 2014

 

2) Cost of purchase of these new Wheelie Bins - the new slim bins cost
£700,000 with £550,000 of this coming from grant funding from Welsh
Government. The Welsh Government is committed to increasing recycling at a
local level and the collaborative change grant funding is given to local
authorities to help them increase recycling whilst working towards the
Collections Blueprint which advocates reducing capacity of the residual
bin amongst its aims.

 

3) Cost of delivering these Wheelie bins to households - The total budget
will be approximately £120,000 with £80,000 from Welsh Government grant
funding. The approximate split is £40k vehicles/£80k staff, these
positions are filled with local people, helping to reduce the number of
people on benefits and giving many of them a first step back into work.

 

4) Cost of collecting existing Wheelie Bins - Covered within the above
budget as they are collected and delivered by same vehicles and teams on
same day.

 

5) What does the Council intend to do with the old large Wheelie Bins? The
majority (95%) of the old wheeled bins are recycled as they are over 5
years old but some are kept for other projects like School Recycling

 

6) Cost of item 5? The wheeled bins are sold to a bin manufacturing
company that recycles them into new bins - this will bring in
approximately  £150,000 in revenue.

 

7) Any other costs involved in the replacement of these bins i.e. Vehicle
hire, vehicle adaptations, staff overtime etc. - I have covered the
additional costs eg. Vehicles within the £120,000, we have incurred some
additional costs in putting a spare refuse vehicle out when collecting the
bins to allow the teams time to exchange the bins but this is unlikely to
exceed £20,000 in total.

 

The first phase saw a weekly reduction in residual waste of 20 tonnes per
week, if this is replicated across all phases we would see a reduction of
6000 tonnes to landfill per year with a saving of £528,000 per year in
landfill tax charges. We have also seen a rise in recycling tonnages that
should ensure the Council does not face Welsh Government and EU infraction
fines that could have totalled £900,000 next year.
