Dear United Utilities Water PLC,

Please could you explain why the old cast iron drinking water supply pipes between Westby Reservoir and the towns of Lytham and St Anne's are
being replaced with new blue plastic pipes?

Also whether this action was scheduled it has been caused by the siesmic activity occuring during the last few years?

Yours faithfully,

Dear United Utilities Water PLC,

Please pass this on to the person who conducts Freedom of Information reviews.

Firstly may I wish all at United Utilities a safe and efficient 2020.

I am writing to request an internal review of United Utilities Water PLC's handling of my FOI request 'Replacement of Water Supply Pipes between Westby Reservoir and Lytham St Anne's, Lancashire.'.

My complaint is simply that, without giving a reason, you have completely failed to answer my very simple enquiry, first lodged on the 15th July, 2019!

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/r...

Yours,

peter k. roberts.

Dear Mr Roberts

Re: Internal review of your request for information

I write further to your request for information, and am sorry that you
have had cause to write to us about this.

Whilst Mr Hannon is currently away, in order that we can respond as soon
as possible, please note my reply to the following query:

Please could you explain why the old cast iron drinking water supply pipes
between Westby Reservoir and the towns of Lytham and St Anne's are  being
replaced with new blue plastic pipes?

Also whether this action was scheduled it has been caused by the siesmic
activity occuring during the last few years?

I can confirm that the replacement of the Lytham pipes was for water
quality reasons and was required as part of a legal undertaking issued to
us by the Drinking Water Inspectorate (DWI). Details of this can be found
on the DWI’s website here

[1]http://dwi.gov.uk/stakeholders/improveme...

As will be noted, this was not connected to any siesmic activity in any
way.

I hope that this clarifies why the pipes were replaced and meets this
request for information. However should you have any further queries,
please do not hesitate to direct them to [2][United Utilities request email].

As part of my internal review I am obliged to make a finding that United
Utilities did not respond in accordance with the timescales presribed by
the Environmental Information Regulations 2004.

As this e-mail is by way of our final response to your query and request
for an internal review, please also note the following further right:

Should you wish to have my decision reconsidered, I am obliged to advise
that you have a right to refer this matter to:

Finally I would be grateful if you could please acknowledge receipt of
this e-mail.

Yours sincerely

Dear Wood, David (Legal),

Many thanks for your clear response to my concerns.

I accept the explanations given having been one of the Fylde residents caught up in the Cryptosporidium issue and having seen the quality of the original drinking water pipes when exposed.

I am however still very disturbed by the difficulty and delay I encountered getting a straightforward reply to my questions

Yours sincerely,

peter k. roberts.

Wood, David (Legal), United Utilities Water PLC

Dear Mr Roberts

Thank you for your further e-mail.

I have looked into this matter. As a Legal department managing requests for environmental information, we need to liaise with other parts of United Utilities to retrieve information and understand why actions were taken, in this case pipe replacement, and this sometimes takes some time

That said, I agree that this should have been responded to much sooner, and apologise for the delay in our response.

Yours sincerely
