Dear Evan Davies,
You are a 'not for profit' organisation so this is not commercially sensitive information. The fact that you won't release this information (which is in your gift) should worry us all and goes against the transparency that the FOI Act is in place to secure. Members of the public are entitled to see how public money is spent.
I would urge you to provide the information requested before further action is taken.
Yours sincerely,
lawrence dovey
Dear Mr Dovey
This agreement is through our commercial department which does not rely on public money. We have been in contact with the ICO office and followed their advice in our response.
Kind regards

Dear Evan Davies,
The whole building was purchased using public money, so I would suggest you are wrong. What have you got to hide?
Yours sincerely,
lawrence dovey
Dear Evan Davies,
Please provide the information requested. It is imperative to know the terms of the deal to determine whether you have done anything to distort the market. This building was funded by public money and you are competing in the commercial property sector. This is why, we the public, have a right to know the terms of the deal.
I will continue to request this information and your constant refusal to provide information will form the basis of my evidence going forward.
Yours sincerely,
lawrence dovey

Dear Cardiff and Vale College,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Cardiff and Vale College's handling of my FOI request 'Rent, Service Charge And Rent Free Given To Welsh Local Government Association & Any Oher Tenant In The Same Building'.
It is my contention that Cardiff & Vale college (C&V) have altered market forces by letting their offices at either below market rent or by providing incentives that would not have been available anywhere else in the market place. In concluding this letting, they were not represented by a professional firm of surveyors to advise them. It is my understanding that any organisation that receives public funding has to ensure they are advised correctly.
I have been directly affected by (C&V's) conduct because they have let their offices to Welsh Local Government Organisation (WLGA), a tenant who had occupied my office building for a period of circa 30 years.
Both (C&V) & (WLGA) are not for profit organisations and therefore this information should not be commercially sensitive. It is worth noting that I have also requested this information from (WLGA) who also refuse to provide it.
At this time when the public are being squeezed by the cost of living crisis, it's imperative that we have trust in public finances and the fact both of these organisations are not prepared to disclose this information, speaks volumes. If this internal review is not successful, I will be instructing my solicitor to issue proceedings against (C&V). However, in the process of pre action protocol (C&V) would have to provide this information, so it seems odd they continue to refuse it.
