Dear Alex Fox,

Freedom of Information request F17-122

Thank you for your request for information as copied below. You asked a
number of questions relating to Manchester City Council and proposed
bylaws for amendments to temporary traffic regulation orders (TTRO), which
we have sought to address below.

either restrict or prohibit traffic for the past 5 years.

and

department, also say whether such proposed byelaws or amendments (TTRO)
have been approved or disapproved by your department and provide copies of
any documents which communicated this approval or disapproval to

This information is not held by the House of Commons.

It may help you to know that local authorities and certain other bodies
have powers under various Acts of Parliament to make byelaws, which are
essentially local laws, intended to deal with local issues, and not
national issues. In England, byelaws must be approved by central
government, and in most cases, be confirmed by the Secretary of State of
the relevant Government department before they come into effect. The House
of Commons forms part of the UK’s Legislature and is not part of the
Government (the Executive).  Therefore, you are seeking information which
is most likely held by a Government Department and you may wish to
consider submitting your request under the Freedom of Information Act 2000
to the Department for Transport.  Contact details can be found
at:[1]https://www.gov.uk/government/organisati...

You may also wish to submit your request to Manchester City Council
directly. Contact details can be found at:
