Removal of vehicles to the pound etc.
Dear Haringey Borough Council,
How many illegally parked vehicles were towed away in the borough
by the council during 2011 - 2015?
During 2011-2015 how many times did the council attempt to recover
the removal or storage charges through the courts using section
102(2A) and 102(3) (shown below) of the Road Traffic Regulation Act
1984?
(2A)If the place from which the vehicle is removed is in an area
that is a civil enforcement area for parking contraventions, the
enforcement authority is entitled to recover from any person
responsible such charges in respect of the removal, storage and
disposal of the vehicle as they may require in accordance with
Schedule 9 of the Traffic Management Act 2004.
(3)Any sum recoverable by virtue of this section shall, in England
or Wales, be recoverable as a simple contract debt in any court of
competent jurisdiction or, in the case of a sum not exceeding £20,
summarily as a civil debt.

My response is as follows:
1. During period 2011-2015 Haringey Council removed 14,171 vehicles in
contravention of parking regulations.
2. Haringey Council didn’t attempt to recover any of the removal or
storage charges through the courts during this period.
