Removal of Sealed Envelopes which contained sensitive from Labour Councillors of Hertsmere BC

Dear Hertfordshire Constabulary,
Last year I reported to Hertfordshire Police that I handed sealed envelopes containing very sensitive information as regards audit deficiencies to Labour Councillors Vince and Butler
They both informed me that following the meeting the sealed envelopes were removed from their possession without permission by an employee of the Council a Mr Patterson
Hertfordshire police allegedly carried out an investigation into this what I believe to be theft of the sealed envelopes from the councillors and informed me that no crime had been committed
The investigating officers were DS Badett and DC Shipman
Badett spoke to me on the 17/3/2017 and did not seem to have a grasp of the situation but she did say that she was told what to say
In light of the above may I please have all the information that you hold on this case

I am writing to request an internal review of Hertfordshire Constabulary's handling of my FOI request 'Removal of Sealed Envelopes which contained sensitive from Labour Councillors of Hertsmere

[ GIVE DETAILS ABOUT YOUR COMPLAINT HERE ]
The information contained in the sealed envelopes included an independent report which cost me £175.00
The envelopes were removed from Councillrs without their permission by an employee of Hertsmere namely Patterson
This is in the public interest for according to the officers investigating the removal of the private correspondence no crime was committed so it now seems acceptable in Hertfordshire for private correspondence in sealed envelopes to be removed from their owners without permission and the information contained in the Sealed envelopes opened read and not be returned to their rightful owners
It is also in the public interest to publish any information you may hold on why DS Badett said and here I quote “I was told what to say “
