Dear John T Smith - STREETSCENE

Subject : Freedom of Information (Scotland) Act 2002

Thank you for your request for information dated 20/06/2017, which was
received by North Ayrshire Council on 20/06/2017.

We have now completed our research for the information you request and the
responses to the questions submitted are listed below.

1) Weekly Maintenance and inspections records (checklists photos etc) for
ALL Arran swings and play equipment for the last 2 years.

Please find attached the requested maintenance and inspections records for
2016/17. The records for 2015/16 are in paper format and have been
archived. In order to provide the requested information, these records
would need to be retrieved from the Archive, reviewed to identify and
collate the relevant information before release.

The Council considers that this would involve an excessive amount of staff
time and that this information is classified as exempt information under
Section 12 of the Freedom of Information (Scotland) Act 2002. This is on
the basis that a Scottish public authority is not obliged to provide
information if the authority estimates that the cost of providing it would
exceed an amount prescribed by regulations made by Scottish Ministers.
Regulation 5 of the Fees Regulations states that this amount is £600.

2) Certificates and records of training competency for the 2 inspectors who
travel to the island to do the inspections

North Ayrshire Council considers any certificates or training records for
individual employees to be personal data, as described in the Data
Protection Act 1998.

Therefor this information is classified as exempt information under Section
38 (1) (b) of the Freedom of Information (Scotland) Act 2002 on the basis
that it is a request for personal information about someone other than the
applicant.

3) Records of repairs carried out to the above swings and play equipment
over last 2 years.

See Q1, the faults highlighted on the inspection sheets attached have been
repaired.

4) Records of costs and budget for these inspections travel etc.

The costs associated with each inspection are not recorded separately.
Inspections are carried out as routine and costs are therefore covered by
the annual budget for play parks. This budget covers all play parks across
North Ayrshire, and is not broken down by Ward or other criteria. To
calculate the actual costs for inspections of the Arran play parks would
require the identification and review of relevant inspection reports,
maintenance reports and invoices, and the collation of this data before
release.
The 2017/18 budget for ALL North Ayrshire play parks is £185,422. The
actual spend for the previous 2 yrs was:
2016/17 - £175,546
2015/16 - £262,267
