The pay of Senior Officers of the Borough Council are required to be published and for 2017/18 we the public had this document

According to this report the chief officers comprise of two officers. Come October 2017 we were advised that the Mayor had unlawfully raised the pay of the s151 Chief Officer.

Back in 2015 the Chief Officers seem to have comprised of the CEO and Mrs Graham as Director of Services - again 2 officers

The CEO in 2015 was on a salary of (or so the public were given to understand) £110,000. Mrs Graham as the Director had a salary expressed to be £78,000.

At Personal in October 2017, when you sought to correct 'MAYOR'S MIKE STARKIES' unlawful salary increase for the s151 Chief Officer her salary was said to be £92,950 so Mrs Graham's went to £98,000.

So as at 2015 the CEO and chief officer were, collectively paid, £185,000.

Today with Mrs Graham and assuming 2 directors (as per your structure) on the same salary as was your former s151 Officer that would come to £283,900.

In the Whitehaven News, reporting on the dismissal of Mr Walker (your CEO), Mr Starkie said
"the decision is purely economic and strategic and is no reflection on Mr Walker's work"..................."The total annual saving to the council, including Mr Walker's salary and other pension/expenses contributions, is £142,287"

I now have a few questions.

Can you please provide the following information?

1. Can you provide a copy of the missing Appendix 1 please?

2. Confirmation that my maths on the chief officers salaries in 2015 is correct. If it is incorrect then please specify just what the total chief officer salaries were with an explanation?

3. Confirmation that my maths in relation to the current chief officer salaries is correct. If it is incorrect then please provide the actual figure with an explanation?

4. If my figures of an additional £100,000 approx on salaries, based on your documents, are correct, then please confirm that, contrary to the comments in the Whitehaven News when the former CEO was dismissed, there are NO SAVINGS for the Tax Payer but in fact the cost has increased?

5. If my figures are incorrect please specify the amount of any actual savings since the restructure in 2015.

Mr Starkie said: "I have carried out an evaluation since the election and I believe the council does not require the role of a chief executive in this new, streamlined structure. Additionally, the deletion of this role creates a significant cost saving for the council." In relation to the costs queries raised (2-5) ;-

In March 2014 the Corporate Leadership Team Structure of the Council comprised:
1 x Chief Executive (Annual Salary: £110,000)
1 x Director (Annual Salary: £75,000)
5 x Head of Service (Annual Salary: £52,591)
The annual cost to the Council inclusive of on-costs was £560k.

In April 2014 the Corporate Leadership Team Structure of the Council comprised:
1 x Chief Executive (Annual Salary: £110,000)
2 x Director (Annual Salary: £75,000)
2 x Head of Service (Annual Salary: £52,591)
The annual cost to the Council inclusive of on-costs was £456k.

In August 2015 the Corporate Leadership Team Structure of the Council comprised:
1 x Managing Director (Annual Salary: £92,000)
2 x Director (1 x £80,000, 1 x £75,000)
The annual cost to the Council inclusive of on-costs was £310k.

In April 2018 the Corporate Leadership Team Structure of the Council comprised:

Jayne,
The response states “In April 2018 the Corporate Leadership Team Structure of the Council comprised:

The annual cost to the Council inclusive of on-costs was £333k”

The above minus oncosts is around £266.7k. I read in Council minutes that CBC have now reinstated three Head of Service roles at a salary of around £64k each. The director role held by Miss Rooney has been deleted and the other director salary raised. So the total leadership structure salary should now be requested as it will likely be around £375k minus oncosts - not so much of a saving from deleting the Chief Ex role, as the total minus oncosts in April 2014 was £365k, and I think they should also include the mayor’s salary in the calculation as the removal of the chief executive was I think because the mayor was meant to be taking on that role? So the mayor’s salary of 50k should be included as should his personal advisors salary of around £35k.
Also worth pointing out that Mr Paul Walker left the Council in December 2015 so in August 2015 there was no managing director role. If they can’t even get this basic information correct, which we as members of the public know and was widely reported at the time, what hope is there? I think this is a case of them picking and choosing what salaries to include so as to make it look like all of the upheaval has led to a saving. It has not. I have also been told by a friend who works there that all of their managers have had a pay rise and they all now earn at least 50k. I wonder where all the money is coming from?

Sarah the money comes from the Mayor's magic money tree. Don't forget that if he wishes to splash tax payers money around he has proven that he can with impunity.
