Removal of allocation from the GMSF
Dear Trafford Metropolitan Borough Council,
Please can you provide the detailed reasoning behind the removal of the Flixton allocation from the GMSF/PFE. The reference for the allocation in the the 2016 GMSF was WG4.
Please provide details of the assessment that was undertaken that led to the removal of this allocation from the spacial plan. Please explain the basis on which this site was removed and why other sites remained in the spatial plan.

The site identified as WG4 in GMSF 2016 was no longer available for development at the time the GMSF 2019 draft plan was published, this is because the landowner, Trafford Council, was no longer promoting the site for development. The site was consequently not taken forward in the 2019 version of GMSF or any subsequent revision.
The two other proposed allocations in Trafford (New Carrington and Timperley Wedge) remained in the plan as (among other things) they continued to be promoted for development by willing landowners and considered to be deliverable.

Good afternoon
Having carefully considered the matter, the Council has determined that
the first part of the request for ‘all correspondence’ is exempt under
section 12(4)(c) of the Environmental Information Regulations relating to
the disclosure of internal communications.
In coming to this conclusion, consideration has been given to what is
known as “the public interest test”. In relation to that, it is recognised
that the disclosure of the requested information promotes openness and
transparency, thereby improving the confidence of the public that they are
involved in the plan-making process. However, it is also recognised that a
public authority needs a safe space to develop ideas, debate live issues,
and reach decisions away from external interference and distraction,
particularly as part of the process of formulating and developing policy.
The need for public authorities to have a “thinking space” for policy
development still in the course of completion is important and it protects
the integrity of the formal decision-making process and public
consultation which follows. The disclosure of the information requested
would inhibit free and frank discussions in the future, and that loss of
frankness and candour would damage the quality of advice and lead to
poorer decision making. On balance, it is therefore considered that the
public interest in maintaining the exception outweighs the public interest
in disclosure.
With regards to the second part of the request relating to ‘reports’ that
led to the removal of the allocation, it should be noted that the Trafford
Labour Party Manifesto for the May 2018 Trafford Council Elections
included “100 Pledges for a Labour Trafford”, which included (among other
things) the following pledges:
16. We will scrap plans for house building on Flixton’s
Green Belt; and
20. We will ensue that the Former William Wroe site is retained as a
communal green space to improve the health and wellbeing of local
residents, run for and in partnership with the community.

There are also numerous articles setting out the intentions of the Labour
party in Trafford to withdraw the proposed Flixton allocation WG4 from
GMSF/ PfE if they were to take control of the Council, including

The Labour Party took control of Trafford Council in May 2018.
Consequently, the decision to approve the 2019 version of GMSF for public
consultation – which did not include the Flixton allocation WG4; was taken
on 11 January 2019 by the Greater Manchester Combined Authority (GMCA)/
Association of Greater Manchester Authorities (AGMA) Executive Board. The

A report was also taken to the Trafford Executive in March 2020, providing
an update on the public engagement and Options Appraisal work for the
site, following its removal from the GMSF. The report is available here:

the submission of applications to secure Fields in Trust Status for the
