Relocation of Customer Services to Tottenham Green

Dear Haringey Borough Council,

In the council's Cabinet meeting of 15th July, 2014, in relation to the proposed sale of Apex House (agenda item 684), it was stated that the Council's Customer Services centre "could be moved to Tottenham Green".
Specifically
"With regard to proposals for the relocation of the Customer Services Centre the Chief Executive noted that two sets of proposals would be presented to Cabinet in the Autumn; one in the realtion (sic) to the short term relocation of the centre and a second set of proposals in relation to the long term relocation of the centre".

I would be grateful to receive these documents, or, if they are not yet available, to be informed when they will be presented, and provided with them when available. I would also be grateful to know the projected timescales for both short-term and long-term relocation schemes, as they currently stand.

In addition I would also be grateful to see any related preliminary reports or documents which discuss how relocation of these services to Tottenham Green might impact on existing public facilities currently provided at that site.

Finally, for both the short-term and the long-term plans, I would be grateful to know whether any period or opportunity for public comment is currently scheduled before these proposals are agreed and acted upon.

Excellent and timely questions, Laura. My thanks for asking them on this public website. Thus ensuring that Haringey Council's replies will be publicly and easily available .

The Customer Services Centre gives vital services to residents and the Council's plans for their re-provision should have been thought through with great thoroughness, rigour and care. With the details considered and prepared to properly meet the needs of users, and the staff who work there.

That is a pretty unhelpful response, and astonishing that Haringey took so long to provide it, due to its limited content. Time limits are set to ensure that FOI requests do not drag on. Responses CAN be provided earlier if the information is readily available.

Why have they not responded to the other questions in this request?

· What are the projected timescales for both short-term and long-term relocation schemes.

· Are there any related preliminary reports or documents which discuss how relocation of these services to Tottenham Green might impact on existing public facilities currently provided at that site.

· For both the short-term and the long-term plans, is there any opportunity for public to comment before these proposals are agreed and acted upon.

Haringey's intransigence in responding, providing limited information in such a curt manner makes it seem like they have something to hide and that they have no interest in real communication with residents.

Dear Laura,
  It's quite astonishing that having grasped your perfectly clear request for information in October last year and asked you to wait for the Council "cabinet" in January, Haringey are now unable to understand your equally courteous and plain follow-up request and are asking for "clarification".
  I don't want to breach the rules of this website and be criticised for making a political posting. But Haringey's reply might suggest a delaying tactic to avoid giving basic essential background information about a decision which would affect some of the most vulnerable people in our borough.
  If you haven't already seen it, can I suggest you might like to read the twin forewords - by the Council Leader and Chief Executive - to Haringey's Draft Corporate Plan and in particular their positive comments on information and "tools and support" provided to residents.

Many thanks for your prompt reply- I'm happy to provide clarification.

In my previous request of 14th October, I requested further information concerning the suggestion,in the council's Cabinet meeting of 15th July, that the Customer Service centre currently located at Apex House could be relocated to Tottenham Green. At that time, documents concerning both short-term and long-term plans for relocation were expected "in the autumn".

I therefore requested:

to see any documents relating to discussions concerning both short term and long term relocation, once made available (or if not yet available, be informed when they were expected to be presented, and provided with them when ready), and also to be informed of the expected timescales for both stages;

to also see any documents relating to discussions of the possible impact of the relocation upon the current public facilities at Tottenham Green;

to also be informed whether and/or when any public consultation or other opportunity for comment on such proposals was scheduled to take place.

Since the previous response I received stated that that information was expected to be made available to the Council’s Cabinet in January 2015, I was hoping that you might now be in a position to provide more detailed answers to my previous questions. I'd be very grateful if you could investigate for me whether the information I requested is now available.

I do think it's important that the term "clarification" is not abused in answers to FoI requests.

I first saw a misuse of this term: as a delaying tactic, when in early December 2006 and as part of a public consultation, I sought the "contract" for the Council's sale of our charity's asset, Alexandra Palace. Any reasonably intelligent council lawyer could deduce that I sought the Lease. The FoI Act mandates a duty of helpfulness on the part of Councils but this isn't always observed.

The response at the time also included claims that the (several) documents were still being negotiated (if the sale had not been finalised, it was odd that it could still go ahead and be endorsed by the Charity Commission).

The Council clearly didn't wish to provide the Lease. About a year later and only after direction from the Information Commissioner, they eventually supplied it.

The delaying tactic had occurred during the (Xmas *holiday*) period of a public consultation, ostensibly run by the Charity Commission but, as a High Court judge later recognized, was much influenced by the Council.

A Government Minister had earlier promised a full open public consultation over the sale – but the Council ignored that promise. It all ended up in Court. My request for the Lease – and the ensuing obfuscation – was one of the factors in the Court's decision to rule the Consultation flawed and unlawful and the Lease was quashed.

There will be requests that are unclear and genuinely need clarification. Unfortunately, there appears to be no meaningful sanctions on any abuse and misuse of "clarification" nor for breaches of the time limit for FoI answers (i.e. 20 working days).
