Release of Official Approved Reports Policies, Procedures & Guidelines of The River Agency
Dear Department for Infrastructure (Northern Ireland),
I would like to request under the Freedom of Information Act, https://www.gov.uk/make-a-freedom-of-inf..., the rules, guidelines, procedures and policies related to submitting and releasing an official report from your engineering section of the River Agency.
What I'm looking for is to understand what is the process for approving and releasing the report and ensuring that the data inside this official report has subsequent evidence to support all of the information in the report.
Considering the fact that I have been questioning the report by Peter Neish, dated May 1, 2018 and you received an email from me on May 24, 2018 that has never been answered with evidence as comments from a director saying that he feels the report is satisfactory is not acceptable.
The report has comments without any evidence or proof to substantiate the points and the report was approved to release and never updated based on my concerns of the errors in the report.
Yours faithfully,
Reginald Clark
Dear Mr Clark
This request appears identical to that (DFI/2022-0326) recently processed
by the Department, the response (attached) issuing on Tuesday of last
week.
Thank you.

DfI Information Management Unit
Dear DfI Information Management Unit,
Attention Hugh Murnaghan,
You have have addressed any of my request for the last 5 years as you and the Ombudsman's office seem to rubber stamp your replies without answering the simple request, which is the following;
YOU HAVE RELEASED AN OFFICIAL REPORT ON MAY 1, 2018 NAND I HAVE BEEN ASKING FOR EVIDENCE TO SUPPORT SEVERAL POINTS IN THE REPORT THAT IS BASED ON A CONVERSATION WITH MY NEIGHBOR AND THE YOU HAVE NOT PROVIDED EVIDENCE TO SUPPORT THE ENGINEER CARRIED OUT A FULL INSPECTION OF THE PROBLEM WATERCOURSE
I SENT AN EMAIL DATED MAY 24, 2018 REQUESTING EVIDENCE TO PROVE THE ENGINEER WALKED THE FULL WATERCOURSE AND YOU HAVE YET TO PROVIDE EVIDENCE .
THE FOLLOWING OCCURRED WITH WITNESSES
Note of Site Meeting on 22/08/2022 at 2pm
Location: Mr Clark’s residence
Attendee’s:
Mr Alistair Payne (Area Engineer)
Mrs Ceira McGurnaghan (Note taker)
Mr Reginald Clark (Land Owner)
Mrs Hilary Clark (Land Owner)
Mr James Tinsley (Alderman )
Mr Noel Carson – (Neighbour)
MR ALISTAIR PAYNE STATED THAT HE HAD SEEN EVIDENCE THAT THE ENGINEER HAD CARRIED OUT FULL WATERCOURSE INSPECTION, EVEN THOUGH HIS REPORT DID NOT MENTION THE FORD/DAM/BRIDGE THAT BLOCKED THE WATER FLOWING IN THE WATERCOURSE DOWN TO THE RIVER.
I ASKED HIM TO PROVIDE ME THE PROOF AND AGAIN I AM STILL WAITING.
I HAVE AN EMAIL FROM ALDERMAN JAMES TINSLEY THAT STATES THAT HE HEARD MY REQUEST AND MY PAYNE'S REPLY.
BUT TO DATE, I HAVE RECEIVED NOTHING AND ALL I GET IF EXCUSES FROM JOHN QUINN DEFENDING THE DFI RIVER DEPARTMENT THAT THEY HAVE ADDRESSED MY SIMPLE REQUESTS.
Yours sincerely,
REGINALD CLARK
