Release of Official Approved Reports Policies, Procedures & Guidelines of The River Agency

Waiting for an internal review by Department for Infrastructure (Northern Ireland) of their handling of this request.

Dear Department for Infrastructure (Northern Ireland),

I would like to request under the Freedom of Information Act, https://www.gov.uk/make-a-freedom-of-inf..., the rules, guidelines, procedures and policies related to submitting and releasing an official report from your engineering section of the River Agency.

What I'm looking for is to understand what is the process for approving and releasing the report and ensuring that the data inside this official report has subsequent evidence to support all of the information in the report.

Considering the fact that I have been questioning the report by Peter Neish, dated May 1, 2018 and you received an email from me on May 24, 2018 that has never been answered with evidence as comments from a director saying that he feels the report is satisfactory is not acceptable.
The report has comments without any evidence or proof to substantiate the points and the report was approved to release and never updated based on my concerns of the errors in the report.

Yours faithfully,

Reginald Clark

To the DFI River Agency,

Please see my attachment to your reply dated October 11, 2022, regarding a
request for an internal review.

While you have continued to not address issues that I have raised
regarding your unprofessional treatment of the general public in carrying
out your duties to provide evidence to simple requests, it will not deter
me to drop the requests that you are legally required to respond to.

By continuing to draw out and not addressing a major issue of speaking to
witnesses regarding the false assumptions by the DFI River Agency Director
and the Ombudsman office, Noel Carlson has passed away but his wife and
sons will provide evidence to highlight the mistakes by both
organizations.

If you are going to stand by the report on May 1, 2018 by Peter Neish, you
need to provide evidence to collaborate the statements in the official
report.

Regards;

Reginald Clark

Dear Department for Infrastructure (Northern Ireland),

Your reply on October 11, 2022 does not address my request as you must have guidelines and procedures and approval authority to release any official report, especially to the General Public, which you did when you released that EIR Request that included the incorrect Title and Description of what you released to the general public.

I am also looking to see your approval procedure of Official Reports and what is the criteria to ensure that all of the information has evidence to support the points of any official report.

The fact that John Quinn stated that the report on May 1, 2018 included points based on an interview with Mary Ann Johnston of 23 Ballykeel Road and included 2 photos with NO DATE STAMP to support the claim that the problem in the photos was related to my Schedule 6 Application to correct a blocked watercourse highlights that there is no fact checking for official reports.

I am still waiting for your procedures on how you ensure that information in your official reports are checked before being released as they were not done in the report from Peter Neish dated May 1, 2018.

I look forward to your reply

Yours faithfully,

REGINALD CLARK
