Release of Communication relating to enquiries on Alex House and Leasehold Properties
Dear Haringey Borough Council,
In April 2021 I made two Member Enquiries as an elected councillor in Haringey. The first was issued on 9th April, and raised 21 questions (across separate two emails) about the purchase of Alex House (Member Enquiry LBH/10965321).
The second, issued on 23rd April, related to Asbestos and Electrical Reports for leasehold properties where Homes for Haringey is the Freeholder (Member Enquiry LBH/11021921).
Neither of the enquiries have been responded to at the time of writing.
Please can you provide me all communication, correspondence and minutes from/between any Council or Homes for Haringey members, officers, staff or any other individuals relating to these two enquiries.
Yours faithfully,
Luke Cawley-Harrison

Dear Mr Cawley-Harrison,
Freedom of Information Act Request ref: LBH/11082321
Thank you for your request for information received on 10 May, in which
you asked for the following information:
“In April 2021 I made two Member Enquiries as an elected councillor in
Haringey. The first was issued on 9th April, and raised 21 questions
(across separate two emails) about the purchase of Alex House (Member
Enquiry LBH/10965321).
The second, issued on 23rd April, related to Asbestos and Electrical

Freeholder (Member Enquiry LBH/11021921).
Please can you provide me all communication, correspondence and minutes
from/between any Council or Homes for Haringey members, officers, staff or
any other individuals relating to these two enquiries.”
My response is as follows:
Please find attached information extracted from our database of Member
Enquiries, which is where the correspondence regarding the administration
of requests is recorded.
I note you have requested all communication between all Members, officers,
staff and anyone else who may have been involved with the enquiries. For
us to undertake such an exercise comprehensively would involve at least 20
officers checking their email accounts for correspondence regarding the
requests, both of which are on subjects about which there is a lot of
correspondence within Homes for Haringey and relevant Council staff. I’m
afraid therefore that I consider this request to be unreasonable and am
therefore refusing it under Section 14 (1) of the Freedom of Information
Act. Whilst I understand your own interest in seeing the internal
communication, as it relates to your interaction with us as a locally
elected Councillor, this has to be balanced against the time it would take
officers to comply with your request and which would take them away from
their regular duties. Whilst the time is likely to be under the 18 hour
threshold which would enable us to refuse the request on the grounds of
cost, my view is that it is not a reasonable request to make of us, as it
would impose a significant burden on us to check emails, collate and
produce the correspondence into a format for release under FOI.
This letter is therefore a part Refusal Notice to provide the information
requested. I do hope however that you will be satisfied with the record
of the case provided in the attached. Should there be some specific
correspondence you are interested in, for example between specific people,
please let us know and we can deal with that as a new request.
If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, please contact our team on the
email below. (Please note you should do this within two months of
receiving this response):

You may also complain to the Information Commissioner’s office, who may be
able to help you. However they would normally expect the local authority
to have undertaken a complaint investigation or Internal Review of the
request before they will accept the referral. You can contact the
Commissioner at:
