Relationship of North Wales Police with Kingdom Security
Dear North Wales Police,
I would like to request information/answers to the following questions please, in relation to North Wales Police co-operation with the private company Kingdom Security, contracted by local authorities in North Wales namely - Wrexham, Flintshire, Conwy, Denbighshire, Gwynedd and Anglesey).
A)
From your earliest interaction with Kingdom Security up to and including 30th November 2017, can you please identify how many requests have been made by employees of Kingdom Security for assistance from North Wales Police to attend the location of an alleged environmental crime such as littering, dog fouling etc when the accused offender has refused to confirm his or her name and address to such employees of the private company Kingdom Security contracted to North Wales local authorities to issue Fixed Penalty Notices (FPNs)?
B)
From your earliest interaction with Kingdom Security up to and including 30th November 2017, can you please identify how many requests have been made by employees of Kingdom Security for assistance from North Wales Police where either a Police Officer or a Police Community Support Officer (PCSO) did attend the incident and did not attend the incident?
C)
From your earliest interaction with Kingdom Security up to and including 30th November 2017, can you please identify how many requests have been made by employees of Kingdom Security for assistance from North Wales Police whereby a PCSO attended and detained an alleged offender until the arrival of a Police Officer?
D)
From your earliest interaction with Kingdom Security up to and including 30th November 2017, can you please identify how many times a Police Officer and or PCSO has attended the location of an alleged littering offence etc on public land/public highway and on private land?
E)
From your earliest interaction with Kingdom Security up to and including 30th November 2017, can you please identify how many requests have been made by employees of Kingdom Security for assistance from North Wales Police to attend the location of an alleged environmental crime such as littering, dog fouling etc where the officer in attendance has ensured that the Kingdom Security employee attempting to issue a Fixed Penalty Notice (FPN) was legally entitled to do so for example, had he correctly identified himself to the alleged offender, did he have the landowner's consent to be on private land in order to issue a FPN? If possible, please break any figures down per county in North Wales.
F)
From your earliest interaction with Kingdom Security up to and including 30th November 2017, can you please identify how many complaints North Wales Police has received from members of the public complaining that they have been harassed, stalked, assaulted, intimidated etc by employees of Kingdom Security in that company's drive to issue FPNs?
G)
From your earliest interaction with Kingdom Security up to and including 30th November 2017, can you please identify how many complaints if any have been made to North Wales Police regarding Kingdom Security employees using inadequately insured vehicles ie, private vehicles for business/work?
H)
In relation to G) above, from your earliest interaction with Kingdom Security up to and including 30th November 2017, can you please identify how many times if any North Wales Police has acted on information received that Kingdom Security employees might be driving around North Wales with inadequate motor insurance?
I)
Can you please confirm in line with the time scale above-mentioned up to and including 30 November 2017 if any employee of any council in North Wales (as identified above) or any elected councillor of any council as identified above has procured or tried to procure any meeting with North Wales Police Officers in order to solicit support for Kingdom Security employees in that private company's quest to issue successfully, FPNs?

I am writing to request an internal review of North Wales Police's handling of my FOI request 'Relationship of North Wales Police with Kingdom Security'.
Dear Sir/Madam,
I recently submitted a Freedom of Information request to you which was responded to in a timely manner and was comprehensive and for that, I thank you. It seemed to answer my request adequately however, since then, I have become aware of claims which if true, contradict the information you have hitherto supplied.
In your response, it was claimed North Wales Police had no record of a Police Officer being called to any incident whereby an employee of the private company Kingdom Security, had requested assistance because a member of the public who had been accused by Kingdom Security staff of littering had refused to supply details to the operatives contracted to the North Wales local authorities.
I have been made aware that some members of the public have claimed that Kingdom Security officers have made telephone calls to North Wales Police seeking assistance in their attempts to enforce fixed penalty notices and in at least one case, a Police officer did turn up, obtained the accused details and somehow, this information found its way into the hands of the Kingdom Security employee who then proceeded to issue a fixed penalty notice.
This information seems to contradict your previous response and because of that, I respectfully request a review as the information I have is either wrong, your response is incorrect or your response is correct but records haven't been recorded correctly.
