Dear Pennine Care NHS Foundation Trust,

How many people in the last three years have been referred to the Healthy Minds service across the borough (either self referral or professional referral) have been refused treatment and have had the referral rejected on the basis of the service not being suitable or the person themselves not suitable for the service?Where reasons for unsuitability include "service not appropriate for meeting level of need' or similar phrasing, then what is criteria for accessing Health Minds.  What are main reasons for not being suitable for the service?What alternatives (if any) have been offered to people who have been deemed unsuitable?How many referrals to secondary care services run by Pennine Care have been rejected on the basis of the person referred being deemed 'unsuitable' for secondary or primary care series in the past three years?What alternatives have been offered (if any) for people deemed unsuitable for mental health services. Such as other pathways for mental health treatment. What is the criteria for being treated by secondary care mental health services?

Further to your request dated 6^th February 2021, to enable the Trust to
provide an appropriate response, we requested a clarification on 18^th
February. Normally, the Trust would close the request if we have not
received a response for a clarification within two weeks. As part of that
process, we conduct a review to ascertain if there is any information we
could provide.

 

On review, there is part of your request that the Trust would not be able
to provide a response to the following information, as is not held in an
easily retrievable format:

 

What are main reasons for not being suitable for the service? What
alternatives (if any) have been offered to people who have been deemed
unsuitable?

What alternatives have been offered (if any) for people deemed unsuitable
for mental health services. Such as other pathways for mental health
treatment.

 

Unfortunately the Trust does not have a mechanism for centrally recording
the information requested. This level of information would need to be
obtained from individual patient records.

 

Therefore to provide a response the Trust need to identify the patients to
which the request relates, then an Officer of the Trust would have to
manually review each referral record to establish whether the information
requested is held, and where it is collate it into a new piece of recorded
information. Initial review suggests, for the period and services
requested. The Trust believes this would take over 18 hours.

 

Therefore, as per Section 12(1) of the Freedom of Information Act 2000,
the cost of providing you with the information is above the amount to
which we are legally required to respond i.e. the cost of locating and
retrieving the information exceeds the ‘appropriate level’ as stated in
the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.

 

In accordance with the S.17 of the Freedom of Information Act, this
correspondence is your Refusal Notice.

 

In accordance with S.16, the duty to advise and assist, I can advise that
if you wish to narrow your requested time frames / services / Boroughs
down, the Trust will consider whether it can comply with the request, or
whether it is still likely to be over the ‘limit’.

 

Please note that the Trust has the right to apply S.17 to the entire
request, where any element of it would take over 18hours. However, by way
of offering assistance, the Trust would be able to provide part of the
response as follows:

 

·       Total number of referrals to secondary care services run by
Pennine Care that have been rejected on the basis of the person referred
being deemed 'unsuitable' for secondary or primary care series in the past
three years (01/02/2018-31/01/2021)

 

·       Likewise for IAPT / Healthy Minds where a referral was:

Not suitable for IAPT service - no action taken or directed back to
referrer
Not suitable for IAPT service - signposted elsewhere with mutual
agreement of patient
