Dear Westminster City Council,

I thoroughly disagree with your assertion that 10213867 constitutes a "repeated request".

Having a licence revoked is not the same as a licence renewal being refused/rejected.

I understand a revocation (as per my request 9928166) to be when a licence is rescinded following a review of said licence.

Whereas a refusal/rejection occurs as the result of an application, by the licence holder, for their current licence to be renewed.

Therefore I hope you will understand that my two requests are distinct in their nature. You should therefore provide a response with information that varies from the response given to request 9928166.

Could you therefore please proceed with my request 10213867.

Yours sincerely,

Owen Sheppard
