Reimbursed court costs for Council Tax Liability Orders

Dear Ashford Borough Council,

The written statement by the Parliamentary Under Secretary of State for Justice made on 4 July 2018 (see below link) refers, among other matters, to the reduction of the court fee charged to local authorities in respect of each Council Tax liability order application because a detailed review undertaken by the Ministry of Justice has identified a number of cases where the fees charged were above full cost recovery levels.

A BBC article published the same day refers to the matter and says that Councils are to be reimbursed because these court fees had been set too high since 2013-14.

Councils routinely recharge these fees to those Council Taxpayers against whom they take recovery (they are included in the standard costs for making the application to the Magistrates' court).

Are the reimbursed fees going to be reimbursed to those who actually paid them via the council?
