Rehousing Out of Area

Dear Denbighshire Council,

I would like information about the numbers of homeless households being moved both out of and into the local authority area and where they are being moved to and from. I am aware from your reporting requirements to central government that you hold this information but only part of it is released through DCLG statistical updates.

I understand that under Section 16 of the Freedom of Information Act 2000 there is a duty to assist and advise the requester and would appreciate your advice if you think my questions need any clarification in order to get the information that I am looking for.

Please disclose the following information:

1. For each year since 2010, please provide a month by month breakdown of the total number of homeless households the local authority has rehoused in another local authority area. For each household rehoused, please indicate:

- the total number of people rehoused

- the local authority area they were moved to

- whether this was temporary or settled accommodation

- whether they were allocated either council / social housing or a private rental tenancy

2. For each year since 2010, please provide a month by month breakdown of the total number of homeless households the local authority has agreed to rehouse from another local authority area. For each household rehoused, please indicate:

- the total number of people rehoused

- the local authority area they were received

- whether this was temporary or settled accommodation

- whether they were allocated either council / social housing or a private rental tenancy.

Dear David Adams,

Thank you for your request for information received 13/03/2018 regarding
homelessness.

 

Your request has been refused under Section 12 of the Freedom of
Information Act 2000. This is because the Service have estimated that
compiling your response would take substantially in excess of 18 hours.

To explain: Section 12 provides that a public authority is not obliged to
comply with a request for information if it estimates that meeting the
request would exceed the appropriate cost limit. This ‘appropriate limit’
is also set out in the Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004. The ‘appropriate limit’ for
non- Central Government public authorities is currently set at £450. This
is calculated at a rate of £25 per member of staff per hour. This
effectively equates to a time limit of 18 staff hours.

In practice this means that if the department(s) estimates that if it
would take more than 18 hours to respond to the whole request the
exemption is engaged. This includes time taken determining whether we hold
the information, finding the requested information, retrieving the
information or records, and extracting the information.

In this case the Service would be oblige to retrieve boxes of paper files.
It is suggested that one quarter year alone would take over 18 hours. It
would also involve creating information under Section 1 of the Act – the
Service would need to Google addresses to establish whether they were
private or social.

 

 

I therefore confirm that the request is refused under Section 12 and
Section 1of the Freedom of Information Act 2000.

 

We would be able to examine a small proportion of the paper files and
therefore supply the temporary or settled information and the placements
outside the county within the 18 hours limit.

 

We can also easily provide information on where we have placed people out
of county since 2015/16 and 2016/17 as this information is now collated
digitally.
