Rehousing Out of Area

Dear Bradford City Council,

I would like information about the numbers of homeless households being moved both out of and into the local authority area and where they are being moved to and from. I am aware from your reporting requirements to central government that you hold this information but only part of it is released through DCLG statistical updates.

I understand that under Section 16 of the Freedom of Information Act 2000 there is a duty to assist and advise the requester and would appreciate your advice if you think my questions need any clarification in order to get the information that I am looking for.

Please disclose the following information:

1. For each year since 2010, please provide a month by month breakdown of the total number of homeless households the local authority has rehoused in another local authority area. For each household rehoused, please indicate:

- the total number of people rehoused

- the local authority area they were moved to

- whether this was temporary or settled accommodation

- whether they were allocated either council / social housing or a private rental tenancy

2. For each year since 2010, please provide a month by month breakdown of the total number of homeless households the local authority has agreed to rehouse from another local authority area. For each household rehoused, please indicate:

- the total number of people rehoused

- the local authority area they were received

- whether this was temporary or settled accommodation

- whether they were allocated either council / social housing or a private rental tenancy.

Council on 13 March 2018.  Your request, and the Council’s response, are
both detailed below and on the attached spreadsheet.

Council’s response:

 

1. This authority does not set out to rehouse people to whom it has a
statutory duty outside of the District.  We do use a B&B in Huddersfield
for temporary accommodation occasionally, and we do sometimes send women
fleeing violence to refuges in other areas for their own safety, but
neither of these examples fall within the category of permanent rehousing.

 

2. Please note we are unable to provide figures going back to 2010 as
these are not held/retained within our system.

 

Between Sept 15 and Sept 2017 there were a total of 9 approaches where the
reason given was referral from another authority, of which two were
accepted as priority need and one (a young person) was housed in supported
housing.  There is also one record of a case coming to our notice where
another LA had made a private arrangement with a private sector landlord
in Bradford to house a family to which the other local authority owed a
statutory duty. All these cases are listed on the attached spreadsheet.
Please note that not all of these cases were ‘rehoused’ either temporarily
or permanently within Bradford.

 

It should be noted that persons from anywhere in the country can register
themselves on our VBL (lettings) system without requiring a referral from
the housing options service where they are living.

 

If you are not satisfied with this response you have the right to ask for
an internal review. Internal review requests should be submitted within
one month of the date of receipt of the response to your original request
and should be addressed to Freedom of Information Officer, 1st Floor
