Rehousing Out of Area

Dear Reading Borough Council,

I would like information about the numbers of homeless households being moved both out of and into the local authority area and where they are being moved to and from. I am aware from your reporting requirements to central government that you hold this information but only part of it is released through DCLG statistical updates.

I understand that under Section 16 of the Freedom of Information Act 2000 there is a duty to assist and advise the requester and would appreciate your advice if you think my questions need any clarification in order to get the information that I am looking for.

Please disclose the following information:

1. For each year since 2010, please provide a month by month breakdown of the total number of homeless households the local authority has rehoused in another local authority area. For each household rehoused, please indicate:

- the total number of people rehoused

- the local authority area they were moved to

- whether this was temporary or settled accommodation

- whether they were allocated either council / social housing or a private rental tenancy

2. For each year since 2010, please provide a month by month breakdown of the total number of homeless households the local authority has agreed to rehouse from another local authority area. For each household rehoused, please indicate:

- the total number of people rehoused

- the local authority area they were received

- whether this was temporary or settled accommodation

- whether they were allocated either council / social housing or a private rental tenancy.

It has been assumed that these questions refer to applicants for
assistance under Part 7 of the Housing Act.

These figures refer to households provided accommodation under either the
duty to provide interim accommodation, or the duty to provide temporary

All of these placements are for interim or temporary accommodation in some
form of paid nightly accommodation. The vast majority of these placements
will have been short term whilst the local authority sourced accommodation
within the borough boundaries.

Reading Borough Council did not implement the Private Rented Sector Offer
until 2017 so applicants will not have been offered a private property by
means of satisfying the Local Authority Housing Duty until that time, all
PRSOs from that time were in the Reading Boundaries.

 

The figures above refer to all Part 7 applicants who have been placed out
of the area - not all of these households will have had the full housing
duty accepted, as such will have only been supplied accommodation under
interim duties; where applications lead to a full housing duty accepted
households will have been awarded priority for social housing.

Accepted s198 referral would have resulted in settled accommodation even
if each household was initially temporarily accommodated.

rental tenancy.

 

Reading Borough Council did not implement the Private Rented Sector Offer
until 2017 so applicants will not have been offered a private property by
means of satisfying the Local Authority Housing Duty until that time, all
PRSOs from that time were in the Reading Boundaries.

 

Due to the low numbers this response involves, we are unable to break this
information down any further for you, as to do so may lead to the
possibility of an individual being able to be identified.  This therefore
means that the information is exempt under Section 40(2) and 40(3)(a)(i)
of the Act, as to disclose it would breach the First Data Protection
Principle.
