Regulation/monitoring of hydraulic fracturing stimulations at Altcar Moss

John Wilkinson made this Freedom of Information request to Environment Agency

This request has been closed to new correspondence. Contact us if you think it should be reopened.

The request was successful.

Dear Environment Agency,
I submitted two Freedom of Information requests to The Oil and Gas Authority on the 27th June 2020 asking about recent variations to the licence conditions re onshore PEDLs 164 and 261, which are both held by Aurora Energy Resources. The OGA responded on the 24th July 2020 (their refs. FOI-2020-0039 & FOI-2020-0040), and supplied copies of their correspondence with Aurora.

The correspondence included a letter to the OGA from Aurora dated the 26th April 2019, which included the following sentences:
" Aurora plan to request an exemption to any groundwater activity permit at Altcar Moss for operations below the depth at which the salinity of groundwater is equal to that of seawater (estimated to be approximately 500 m) thereby excluding any requirement for the Environment Agency to regulate or monitor hydraulic fracture stimulation operations within the Carboniferous section. If successful, this will remove a significant source of cost and delay without adversely impacting on the environment."

Can you please tell me whether you have had communication with Aurora on this issue, and supply copies of any correspondence involved? Failing which, can you please indicate whether you agree to the view expressed by Aurora about excluding hydraulic fracture stimulations from regulation/monitoring by the Environment Agency?

Yours faithfully,

John Wilkinson
