The nature of the Council’s borrowing and lending falls outside the scope of those activities requiring to be regulated by the Financial Conduct Authority. Such activities are, however, conducted in accordance with the principles set out within CIPFA’s Code of Practice for Treasury Management in the Public Services and the Prudential Code.
