Dear David A Morgan,

I wish to refine my request as follows:-

I do not want any information regarding individual cases nor
requests from MPs or the like.

I require the notes of meetings, reports, memoranda, e-mails,
letters etc. which are held on the computers or in hard copy form
by the personnel who work in the Data Sharing section of DVLA.

I require the specific information concerning and arising from
meetings with the Information Commissioner and/or the Department
for Transport in regard to the application of Regulation 27.

This request should also include any legal advice both sought and
provided in respect of the interpretation and application of
'reasonable cause'

Dear FOI,

This is the only route which I am prepared to use for FOI requests.
The reason for this is as follows.

On 6th February 2011, I wrote to the DVLA as follows:-

"In paragraph 4 of your letter, you state:

'We have been advised that requests from private parking
enforcement companies are considered to meet the 'reasonable cause'
criteria'

I am therefore formally requesting who precisely has given this
advice, and a copy of the audit trail and minutes of the meeting(s)
where the decision making process for that advice is fully
documented"

Then, on 11th February 2011, David Dunford replied on behalf of the
DVLA that, "The Agency does not hold documentation on how the
policy of allowing certain companies access to vehicle keeper
information was arrived at"

Lets therefore keep things in the public domain and I look forward
to your timely response.
