Response to this request is long overdue. By law, under all circumstances, Home Office should have responded by now (details). You can complain by requesting an internal review.

Dear Home Office, it is a requirement of legislation that births are registered. Legislation is an encompassing term for Acts and Statutes, which require consent to have the force of law. If no consent is given, how can failure to register be a breach of law or any punitive measure apportioned for such a breach . Furthermore, where is such consent recorded.

This is not a request for advice of any sort but a request for documented fact.

Dear Pat James

Thanks for your enquiry. Please note that we have taken your enquiry as official correspondence rather than under the provisions of the Freedom of Information Act, but this has made no difference to our response.

I'm not sure that this is a specific question for us, but I'm giving my understanding below.

Laws are made by Parliament passing Acts and statutes. Parliament comprises elected members of Parliament who are elected (in broad terms) to make laws on behalf of the citizens of this country, and my understanding is that that is the consent involved.
