Registered third parties
Dear Bromley Borough Council,
This is a request for information under the Freedom of Information Act.
Please direct this to your department which deals with electoral services. The request relates to registered third parties.
For the years 2016 and 2017, please provide a list of registered third parties - regulated by the Electoral Commission - that have requested electoral registers and/or electoral register updates, overseas voters lists, and/or absent voters lists.
For each registered third party, please provide details on what they requested and when they requested it. Please also indicate whether their requests were fulfilled.
I would like to receive this information in an electronic format. If you feel that a substantive response to this request is not possible within a reasonable time frame, I would be grateful if you could contact me and provide assistance as to how I can refine the request. If you need any clarification, please contact me. I look forward to receiving a response in 20 working days. Many thanks.

Thank you for your email – your request will be passed to a departmental
coordinator to provide a reply.
By law, the council may take up to 20 working days to provide you with
non-personal information held by the authority. In some cases, a charge
may apply. If so, we will contact you to let you know the cost and then
you can decide whether to go ahead with the request or not. Where charges
apply, the time scales indicated do not take effect until we have received
payment.

Dear Ms Corderoy
I refer you to your email dated 10 January 2018 and your request under the
Freedom of Information Act 2000 regarding registered third parties.
I can advise you that the Chief Executive, Doug Patterson is the Electoral
Registration Officer and Returning Officer for the London Borough of
Bromley, and is responsible for electoral matters in this area.
However, his appointments as Electoral Registration Officer and Returning
Officer are separate to his appointment as Chief Executive and, although
appointed by the Council, the Electoral Registration Officer/Returning
Officer does not carry out the duties on behalf of the local authority but
in his own personal capacity.
A list of public bodies and local authorities that are subject to the
provisions of the Freedom of Information Act is available at the following

As you will see, Electoral Registration Officers and Returning Officers
are not public authorities under the Freedom of Information Act 2000 and,
as such, are exempt from the disclosure requirements imposed by that
legislation.
Notwithstanding that that there is no statutory obligation to provide this
information, I would like to help you with your request, so far as I am
able, and the information is easily available or already in the public
domain.
So far as your request is concerned, I can advise you that:
In 2016, we supplied the electoral register to 3 registered third parties
(Leave EU Group, London First and Vote Leave) and the electoral monthly
updates to 1 registered third party (London First) in accordance with the
Representation of the People Regulations 2001.
