Dear Royal Mail Group Limited,

Can you summarise the Royal Mail guidelines, in place after Registered Mail has been collected by collection staff and brought back to their respective offices?

Does the Royal Mail guidelines stipulate, for the mail to be held in a secure area/room under lock and key, restricted from unauthorised staff?

Does the Royal Mail guidelines stipulate, when the area/room is left unattended, no unauthorised persons should be able to access the secure area/room?

Can you tell me, is collected Registered Mail held in a secure area/room under lock and key at Whitechapel Delivery Office, 206 Whitechapel Road, Whitechapel, London, E1 1AA?

Can you tell me between 01/08/2012 and 10/12/2012, how many times have unauthorised Royal Mail staff and non Royal Mail contracted staff, gained unsupervised access to the secure area/room at, Whitechapel Delivery Office, 206 Whitechapel Road, Whitechapel, London, E1 1AA? If no records exist, please can you explain why not?

If your unable to provide an exact number of occasions the security has been breached, have unauthorised person gained access to this area between 01/08/2012 and 10/12/2012? (a simple yes or no answer will suffice)

Can you describe the secure area/room, and how the Registered Mail is secure when the secure area/room is left unattended?

How many Registered Mail items, have been lost; posted in the E1, E2, E5. E8 and E9 areas (London), that had been processed at Whitechapel Delivery Office, 206 Whitechapel Road, Whitechapel, London, E1 1AA, between 01/08/2012 and 10/12/2012?

Dear Royal Mail Group Limited,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Royal Mail Group Limited's handling of my FOI request 'Registered Mail'.

Question 1.
I do not accept that replying to this question would be advantageous to competitors to Royal Mail, If anything it would be advantageous to Royal Mail to reply to my question, because they can demonstrate how serious they take the issue of mail security. I have indeed received satisfactory responses from your competitors (DHL and FEDEX) on this same question, who are not obliged to provide such information under the FOI act, however have done so as a good business practice. I deem it is imperative to know how my special delivery is handled, to withhold such information will decrease my confidence in the Royal Mail.

Question 2,3,4, and 7.
I do not accept that replying to this question would adversely effect the security of mail, the question is referring to special delivery mail held in Royal Mail premises. I’m some what surprised that you have chosen not to reply to my questions, I would have thought these are simple ‘yes’ questions. This only serves to increase my concerns.

Question 5 and 6.
In reply to questions 2,3,4, and 7, you cite security considerations, and yet in reply to questions 5 and 6 you say you have no records, or a thorough search needs to be carried out which would cost far too much and chose not to reply again to my questions. I suggest one phone call to the relevant office, would have obtained this information.

I kindly ask you to re consider my FOI requests, and provide me with clear and concise responses.

Re: Internal Review under the Freedom of Information Act

 

Thank you for your email received 14/01/2013 requesting an internal review
of Royal Mail Group’s reply to your request for information under the
Freedom of Information Act 2000.  This is receiving our attention and we
will write to you again once the internal review has been concluded.

 

In accordance with guidelines from the Information Commissioner’s Office,
Royal Mail will answer all appeals and requests for internal review of FOI
requests as soon as it reasonably can.  This will usually be within 20
working days and in any case no later than 40 days from receipt of the
appeal.
