Julian Graves (0161 923 6351), General Medical Council

Dear J Roberts

Reference: IAT/ME/F19/10281

Thank you for your e-mail of 21 July 2019.  Taking each of your questions
in turn:

 1. Our sanctions guidance can be found on our website; for ease of
reference, here is a link to the guidance:
[1]https://www.gmc-uk.org/-/media/documents...

 2. As at 13 August 2019, the total number of doctors registered with the
GMC is 308,905. Of these, 258,765 are registered with a licence to
practise.

 3. As regards registered doctors who are sex offenders; I should firstly
explain that the GMC does not have access to the sex offenders
register. However, where a doctor is convicted of a sexual offence we
will always obtain the certificate of conviction from the court which,
if applicable, will specify the doctor’s entry on the sex offenders
register. Accordingly, I have searched the records of the group of
doctors who (as at 31 July 2019) were registered with the GMC and who
have a criminal conviction for a sexually related offence (this
includes doctors who have been convicted of soliciting). It seems
reasonable to assume that it is this cohort of doctors who may be on
the sex offenders register. Having carried out that search, I have
identified one doctor who was convicted in 2016 of sexual assault on a
female and who was added to the sex offenders register for a period of
5 years. In relation to your reference to the sanctions guidance, this
doctor has conditions on their registration and therefore does not
have unrestricted registration.

 4. As at 31 July 2019 there are 811 doctors who are registered with the
GMC and who have conditions or undertakings on their registration.

I hope that this information is helpful to you.

Kind regards

Mark Ellen

Soliciting is not the first sort of sex crime that comes to mind when thinking about doctors.

An example of how the MPTS deals with online grooming by doctors of minors:

"A family doctor who was facing career ruin after he was caught trying to groom a 13-year-old girl over the internet has kept his job.

Dr Hafeez Awan, 44, swapped hug emojis, online kisses and a string of inappropriate messages with the youngster - not realising she was an undercover detective investigating online paedophile gangs.

At the Medical Practitioners Tribunal Service, the GP in Leeds faced being struck off after being found guilty of sexually motivated misconduct - but escaped with a nine months suspension after a panel said he had not engaged in any 'sexually explicit conversations.'

Extract of conversation:

'Medic333: mwah hugs for u

Sofiasheff: thats nice I need some hugs

Medic333: i want huggs too

Sofiasheff: (hug emjoi)

Medic333: mmmwah

Medic333: do you have a number?'
