Could you please release copies of the entries in the register of members' interests for:

Cllr Lister Wilson, Bourn, Independent
Simon King, Wisbech South, Conservative
Ian Manning, East Chesterton, Liberal Democrat

Could also please let me know if each of these councillors actively opted out of online publication of their entries in the register.

Hi Richard, County Councillors were given the opportunity to "edit" (choose to keep information private) on their registers prior to publication hence whilst you are seeing entries for a County Councillor it does not mean you are seeing ALL the entries for that County Counillor, or that the entries you are seeing have not been edited in some way.

If you'd like a copy of the original letter sent to all Councillors just let me know.

Cllr Manning's entry in the register has now been published online:

Cllr Manning told me the fact his entry was not online was a mistake / oversight and he had not explicitly opted out of online publication.

At the time of writing the other two entries are still not being proactivley published by the council.

Dear Cambridgeshire County Council,

Re: Freedom of Information Request ref 1156

I note Cllr Manning's declaration of interests has now been published online; and am therefore happy to withdraw that aspect of my request.

You have refused to provide the other information I requested claiming that the exemption "Information accessible to applicant by other means" (S.21 of the Freedom of Information Act) applies as I could attend the council offices and inspect the information I have requested in person. However S.21(2)(b) of the FOI Act makes clear that "making the information available for inspection" does not count as making the information accessible by other means under S.21 of the FOI Act.

I believe this exemption has been wrongly applied, and would like the decision to invoke it to be reviewed.

I note you appear to have refused to provide me with some of the information I requested on further grounds unrelated to any exemptions in the Freedom of Information Act including:

1. "Councillor Simon King has opted out from the online publication of his declaration."
2. "Councillor Lister Wilson’s declaration has been removed temporarily for the duration of his suspension"

My view is that both of these arguments ought be utterly irrelevant to your consideration of my request for information; only the exemptions within the FOI act are of relevance.

You have informed me the council holds the information I am seeking. I would like to ask that you either provide that information or cite any relevant exemptions within the FOI Act which you are relying on to justify withholding it.

Currently there is a register of interests document for each councillor, except Cllr King, posted online on the council's website.

On the 18th of October 2011 I visited the council to view the register in person. I live tweeted photos of Cllr King's entry as I viewed it:

I also learned, as Cllr Pellew noted above, that there are differences between the documents published online and those held by the council, specifically I noted Cllr Tuck's list of properties she owns or has interests in is omitted from the online version:
