Dear Richard Innes,

FREEDOM OF INFORMATION (SCOTLAND) ACT 2002 – REQUEST FOR INFORMATION

I refer to your email dated and received 31/05/2019 15:28, our ref 27326.

*information request*

1  Please can you supply information on any Gifts, Hospitality or Goodwill
gestures received by Fife's community councils and the individual members
of these community councils.

2  Can you also supply a register of Interests for these parties as well.
The time period required would be from January 2014 onwards until today's
date.

*response*

There is no Register of Interests as such for community councils.  The
Scheme of Establishment of Community Councils has a set of standards of
conduct which includes a requirement to act selflessly, and not “in order
to gain financial or other material benefit for themselves, family or
friends.

Accordingly, it would not be possible to collate declarations of interest
made by community councillors.  Some may be evident from minutes of
meetings which have been sent to the Council, but this would be incomplete
and would take a disproportionate amount of time to collate.  We would be
unable to manually trawl through minutes to search for this information as
the time taken to undertake this would exceed the cost limit of £600.
