Also will you please provide me with the reason why the City Solicitor is refusing in her legal duty as the Section 151 officer to maintain this register?

It's baffling why Liverpool City Council can't quickly and easily provide this information when other councils include it, as a matter of course, with details of the elected members interests.
This was taken from the Hampshire County Council website:
The County Council keeps a register of the Disclosable pecuniary interests and other interests declared by each Co-opted Member in accordance with sections 29-31 of the Localism Act 2011 and The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012. Each declaration is completed by the individual Co-opted Member and submitted to the County Council's Monitoring Officer.
This register also contains details of those gifts or hospitality received by Co-opted Members which have an estimated value of at least £50. This register is kept in accordance with the requirements of the County Council's Code of Conduct.

I am writing to request an internal review of Liverpool City Council's handling of my FOI request 'Register of Interests for Co-opted Members'.

What Law do you refer to in you answer?

Section 29 (5) of The Localism Act 2011 states;

"The monitoring officer of a relevant authority other than a parish council must secure—

(a)that a copy of the authority’s register is available for inspection at a place in the authority’s area at all reasonable hours, and

(b)that the register is published on the authority’s website."

Not once does the Law state that to view this information you have to make an appointment. Also in keeping with the statutory legislation it should be on the Council website and it is not?
