Regeneration - Discussions etc following the "Wavehill Consultation"
Dear CCBC,
I refer to the "Performance Measurement Framework for the Bay Life Initiative Complete Data Analysis of Business, Community and Voluntary Group, and Street Interviews" prepared for CCBC by Wavehill Consulting, which you sent me in part answer to my FOI request http://www.whatdotheyknow.com/request/co...
Please provide copies of the minutes of the meeting of 2nd June 2006 (where Wavehill Consulting discussed this document with CCBC) and of any subsequent meetings where the data in this document has been discussed.
Please also provide copies of any further documents, consultations, strategies etc. that have been produced (and a list of any that are currently under production) that make reference to, or use of, the data in this document.
Please also tell me how much CCBC paid Wavehill Consulting in total to research and produce this consultation and report, and how satisfied CCBC is with the result.

No other documents/consultations are known to have been produced, however one document which makes reference to the Wavehill report is the Bay Life Development Plan pages 16 & 38 which is available via the following link;

Wavehill were paid a total of £21,900 and the funding came from the Welsh Assembly Government Physical Regeneration Fund.

Thanks for the minutes, however they are the wrong ones. The minutes seem to be for the morning meeting of the Project Management Board. What I require is the minutes from the afternoon meeting of 2nd June 2006 facilitated by Wavehill Consulting to discuss the 2007-2014 regeneration plan with CCBC. I did explain this in my original request.
You also failed to mention how satisfied CCBC are with the report?
I am intrigued that you state no other documents or consultations have been produced that make any use of the data that cost £22,000 to produce... seems like rather a waste of money?

Further to your email dated 13/03/2009 regarding the minutes of the afternoon meeting of 02/06/2006 facilitated by Wavehill Consulting to discuss the 2007-2014 regeneration plan with CCBC, I am responding to inform you that the Baylife Co-ordinator Mr Shane Wetton cannot find a record of any such meeting, although he does state that this was 12 months before he commenced post. What he has said however is that he has found minutes of a meeting a month later where Wavehill attended a meeting of the Project Board, and we wonder whether this is the meeting you are referring to. These minutes are attached for your information.

No, this is not the meeting I am referring to.
The meeting was on the afternoon of June 2nd 2006 as previously stated. It was attended by the full exec board of the Colwyn Bay Regeneration Board (or "Baylife" or whatever its correct title was at that point) plus Sheila Potter, Carole Weller and Rachel Gill. Perhaps one of these people will have a copy of the minutes in their respective departments / files?

We have been informed by Linda Ford, Principal Development Officer (Business Support) from within our Community Development Service that the event on the afternoon of 2nd June 2006 was not a meeting but a facilitated session. The purpose of the session was to prioritise the projects which had already been agreed during previous consultations.
Members of the Executive Board were present, along with elected representatives from the Project Board. Individual attendees scored each proposed project in terms of the impact of proceeding/not proceeding. The results were fed back to the group and agreed during the session. Wavehill used flipcharts and post-it notes to gather opinion and agreement then collated the information onto a spreadsheet which was then used to feed in the priorities to the Baylife Initiative Action Plan.
There were no minutes due to the format of the session.

So are you stating that the priorities of the Baylife Initiative, a multi-million pound project, were decided by a closed group with a handful of post-it notes??
I cannot believe that such important decisions as this can be decided in such a ridiculously childish fashion.
Please therefore provide a copy of the Councils Policy Document where such a process as 'sticking post-it notes on a flipchart' is deigned to be an appropriate manner in which to make such decisions, and which clearly states such decision making process should NOT be minuted for future reference.
Please then provide a copy of the spreadsheet and list of priorities fed into Baylife which you refer to in your response as being produced by this meeting. Such information should have been supplied in response to my original request, as it clearly falls within the scope of the information originally requested.
You are reminded that you have once again broken the law by not providing the information requested within the legal time limit as per the Freedom of Information Act.
