Refusing mobility benifit for disabled persons who live in the EU

Dear Department for Work and Pensions,

1. Can you please advise me why the mobility part of both Personal Independence Payment and Disability Living Allowance cannot usually be paid if you live abroad?

The Withdrawal Agreement protects the existing rights to equal treatment and
non-discrimination for EU citizens residing or working in the UK, UK nationals
residing or working in the EU, and their family members. They will have
broadly the same entitlements to work, study and access public services and
benefits as now where these entitlements have derived from UK membership
of the EU.

See HM Government Explainer (citizens’ rights) of the agreement on the withdrawal of the United Kingdom of Great Britain It states that:-......The following applies broadly to the same entitlements to work, study, and access to public services and BENEFITS as now where these entitlements have derived from UK membership of the EU...

I feel we are being marginalized as a result and we should have a right not to be discriminated against due to nationality.

I am a UK citizen and am disabled with cancer
