Dear council team
I am looking for the number of refuse workers in your local authority area. Could you please provide the FTE number of staff employed to work in the following financial years – April 2017/18, April 18/19, April 19/20, April 20/21 and April 21/22?
As well as the number of council staff employed to collect bins and recycling, could you tell me how many agency staff your local authority has employed in the years specified.
Finally could you tell me the cost to the council of employing these agency staff.

published annually within our Planning Performance Framework, available on

year’s report.
All Planning authorities are required by the Scottish Government to
publish this every year. 2021/22 figures are due to be published in June
2022.
Q2. The number of planning decisions made by the council in the financial
years outlined above.
A2. This information is, or will be, published annually by the Scottish
Government and is, or will be, available on their website at:

The City of Edinburgh Council has just submitted figures for 2021/22 and
they are currently being checked by the Scottish Government. They should
be published in the next month or so.
Where the requested information is already published, under the terms of
the Act, a request for information can be refused where one or more of the
exemptions listed in the Act apply. In this instance, the Council is
claiming an exemption under section 25 of the Act because the information
is ‘otherwise accessible’.
If you do have difficulty in accessing the information, or if you have any

Q2. How many agency staff your local authority has employed in the years
specified above (to also do the same work).
A2. Please refer to the table below which provides the unique worker count
in each of the financial years:

To provide some context, there are a number of reasons for the use of
agency staff over this period. The service is not fully staffed and the
agency are covering vacancies. The recruitment process is on-going. The
main reason for employing agency staff was the additional support required
during the pandemic. Agency covered Covid absences and were also brought
in to drive pool cars when restrictions meant that we went from three in
the cab to just two, with a third following in a pool car to meet the
requirements for social distancing.
Finally, the figures provided in the table above appear inflated as they
represent the number of individual workers brought in, as and when
required, e.g., in 2017/18, eighty individual workers were brought in at
some point in the year to cover for absences/vacancies. These are not
equivalent to FTE.
