Refusal To Investigate Malfeasance In Public Office

ROBERT PICKTHALL made this Freedom of Information request to Cheshire Constabulary This request has been closed to new correspondence. Contact us if you think it should be reopened.

The request was refused by Cheshire Constabulary.

ROBERT PICKTHALL

Dear Cheshire Constabulary,

Your records for November 2012 prove I passed a raft of irrefutable evidence proving local Government corruption to your Force via Inspector David Snasdell. Several weeks later the Inspector wrote me a one line email which stated;..

"Cheshire Police will not investigate Davenham Parish Council and Cwacc".

Since that time I have written both David Whatton the Chief Constable, and Inspector Snasdell requesting written reasons why they will not agree to progress my complaint alas without success.

I am reliably informed somewhere within your organisation will be a report confirming all reasons why my complaint has been dismissed and it is for copy of that report I write you - Please provide me copy of that report.

Yours faithfully,

ROBERT PICKTHALL

Dear Cheshire Constabulary,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Cheshire Constabulary's handling of my FOI request 'Refusal To Investigate Malfeasance In Public Office'.

Like myself you know somewhere within your vaults you store a file on me containing a document giving reasons why your Chief Constable refused to investigate that raft of irrefutable evidence I supplied him proving local Government corruption. Like myself you know I am lawfully entitled to copy of that file - like myself you know the true reason why so far your Force has repeatedly refused me copy of that file - Please provide me a internal review of your unlawful decision not to supply me copy of that document.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/r...

Yours faithfully,

ROBERT PICKTHALL

John Gannon,

Dear Mr Pickthall,

I write with reference to a letter received from the Information
Commissioners Office following your submitted complaint.

Your request for information submitted on the 13th June was repeated and
vexatious. I would refer you to your request referenced 5234 and the
associated response sent on 4^th March 2014. This incorporated a S14
response and stated that the Constabulary will not deal with any further
FOI requests from you relating to these issues.

Regards

Dear John Gannon,

BALDERDASH & POPPYCOCK - VEXATIOUS MY BACKSIDE !

Mr Gannon your records prove I have provided both the present Cheshire Chief Constable and his predecessor a raft of irrefutable evidence proving different officers from Weaver Vale Housing Trust Ltd, Cheshire West and Chester Council and Davenham Parish Council committing serious criminal offences - in return your Force delivered me a one line email informing me it will not investigate those crimes.

Sir at a time when HM Inspector of Constabularies has only recently made public his findings proving many Constabularies refusing to respond to/investigate incidents of crime is this really the most appropriate moment to decline to provide me recorded evidence proving reasons why two Cheshire Chief Constable's refuse not only to investigate my complaint but also refuse to tell me why they wont investigate my complaint.

Mr Gannon my request is indeed a repeated request but only as a result of your irrational decision not to comply with it when first submitted - my request is one which is made in the public interest therefore cannot be a vexatious request.

[Potentially defamatory extraneous material removed]

Like the good people of West Cheshire I too realise the high level of embarrassment and shame my request causes your organisation for clearly by refusing it you prove yours is indeed a Force that cannot be relied up on to investigate incidents of crime openly, fairly and honestly.

Mr Gannon put an end to your Forces unlawful discriminatory practices by simply agreeing to provide me the information which you, your Chief Constable and the good people of West Cheshire know I am lawfully entitled - namely the written reasons why my complaint and substantial evidence continues without investigation.

[Extraneous material relating to the above redaction removed]

Yours sincerely,

ROBERT PICKTHALL
