Dear Department for Work and Pensions,

Rather than refer to the countless official pages listing the vast array of cash benefits available to the public can you please give a simple yes or no answer to the following question, which is not a trick question but is dependent upon simple logic.

Can the Reform of the Welfare State only effect those members of the public who are in receipt of a cash benefit.

The obvious answer I would think would have to be YES. An answer that would close the subject for ever more with total clarity.
