Referrals by the Police to Social Services
Dear Hertfordshire Constabulary,
Please can you advise me the following:
1. How many referrals have the Police made to Children and Families Social Services Departments because someones HOME is UNTIDY?
2. How many reported cases to the Police, of 'consensual sexual assault' the Police have received in the last THREE YEARS? (e.g. a CHILD - under 16 years of age - who cannot GIVE CONSENT and an Adult 10+ years older?).
3. What constitutes 'Historic Sexual Abuse'?

Dear Hertfordshire Constabulary,
Perhaps I should explain a bit more. I reported historic abuse - I was 12/13 yrs old when I met the man - A YOUTH WORKER (he was 12 yrs older than me)... By the age of 13 years old, he was taking me to the woods to have SEX with me and then dropping me off afterwards.
This was in the 1970's. I reported the abuse to your historic unit and was told because I was FOURTEEN years old (they chose to IGNORE the earlier age I gave them), they STATED it was CONSENSUAL SEXUAL ASSAULT.... Why? Because I later lived with him and had a child with him. I was homeless at the time I moved in with him ....
I was 14 in the April and a baby was either DUE IN THE JUNE that year OR I HAD A MISCARRIAGE SHORTLY after my 14th BIRTHDAY.. Either way, I WAS STILL UNDER 14 years old when A 'CONCEPTION' took place..... The Police within your force have not taken any notice of that.
I wrote to the IPCC 2009 when I was not happy with TWO DI's .... they found no 'wrong doing' on the grounds of 'probabilities'... HOWEVER, the IPCC DID NOT investigate anything to do with the HISTORIC ABUSE - they stated "because the case was ongoing, we are unable to comment at this time".
SINCE THEN - the (new) DI who was investigating it has ignored ALL my requests to continue with the case. In fact, he even told me the case had been CLOSED WHEN THE IPCC considered it to be ongoing. Since then, I have tried continually to request information and to date, I have continued to be ignored. I have had the Video-interviews with the DI's.
In February THIS YEAR - TWO (alleged) Social Workers came to my home stating THEY HAD A REFERRAL SIGNED BY 'THE POLICE' due to concerns that I would not accept the fact that I could not bring about a case of Historic abuse. (which was RUBBISH - I KNOW what I could and could not do RE: Historic abuse and I KNOW ALL previous STATUTE PRIOR to the Sexual Offences ACT are REPEALED. They also told me the 'POLICE' were concerned that my house was a 'mess' when they had visited a few weeks earlier - I had even explained to the 'POLICE' who had come round (apparently, they were 'in the area' - which is a load of BULL; a poor excuse used when I suggest a Police person does not want to log it!), that I'd only had a knee operation about 1-2 weeks prior and I was unable to do much. HE DIDN'T seem to mind!
The (alleged) Social Worker, who DOES NOT AND DID NOT WORK for Hertfordshire SS, listened to a tape -recording which one of the first DI's left on my answerphone telling me I could not bring a case against a Mr 'B', but I could against 4 others who had (if it were going to be judged on levels of abuse) committed less 'serious' crimes than Mr B. That said, THIS IS NOT my viewpoint (RE: Less serious Crimes) as ALL SEXUAL ABUSE / ASSAULTS ARE SERIOUS. The SW actually agreed with me with regard to the historic abuse and after listening to the tape-recording, told me she thought I was being asked WHAT I WANTED TO DO. She could not understand how Sexual Assaults could be taken more seriously than ongoing Sexual ABUSE - where a Position of TRUST has been violated also.
It appears if someone has a relative employed by the Police and someone else reports a crime with regard to any of that persons relation/s, nothing will be done about it. Even the Independent Reviewing Officer (of the original complaint) did NOT even see me to listen to what I had to say. COLLUSION!
Please, therefore, submit this as a request for an Internal Review (for what it is worth), I don't suppose anything will happen either.

Dear FOI
No offence, but the last 'Muppet' that did an Internal Review - completely 'white-washed' it!! So I wont hold my breath for a DECENT OUTCOME.
ALL I have asked for is for JUSTICE TO BE SEEN to be 'done' - or at least that I CAN FEEL it has been 'done'.... Not surprisingly the ISO previous DIDN'T EVEN visit me and was darned right rude on the telephone to me (so I hung up) WHICH HE LIED ABOUT anyway... But, hey, if the Police can get away with LEGALISED MURDER (Menendez) then they can get away with ANYTHING ----- and THEY DO!!
I will await to hear from him with interest as I would really like to know how long the Police have REFERRED THEIR CONCERNS onto Social Services if someones house (MY HOUSE) is 'in a mess' and I WOULD ALSO REQUEST WHY 'The Police' NEVER SIGNED THE ORIGINAL REFERRAL LETTER IN THE FIRST PLACE - but where I am NOW it is (I suspect) being part of a new referral from SOCIAL SERVICES IN THE UK.
