Dear Independent Office for Police Conduct,

The following incident was alleged by Lancashire Constabulary to have been referred to yourselves

https://www.bbc.co.uk/news/uk-england-la...

Dear Independent Office for Police Conduct,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Independent Office for Police Conduct's handling of my FOI request 'Referral of incident'.

Regarding PC Norris all hearings are complete so in regard to publishing the findings as requested your excuse for delay is invalid. His hearing was last year and all outcomes must be published in good time.

Whilst I understand your close relationships of staff to Lancashire Constabulary you have a duty to transparency and accountability to the public not the force to protect the reputation of an officer and to help LC hide the outcome of his misconduct hearing.

You are allowing Lancashire Constabulary to breach the misconduct regulations regarding hearings and breach FOI requests by hiding the outcome yourselves

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/r...

Yours faithfully,

carl robinson

Dear !Request Info,

The reason for the delay on answering and the hiding by the IOPC is the officer was allowed to continue working for the Armed Forces Cadets in Lancashire with the blessing of the IOPC and Lancashire Constabulary whilst under investigation for abuse of position for sexual gain and have no doubt the closed door secret hearing they are hiding let him of to carry on abuse and to still work with children.
The hearing was on Nov 2019 and the IOPC and Lancashire Constabulary have kept the outcome hidden and during their investigation for him to work with young children in both Army Cadets and Police Cadets during a sexual abuse investigation.

For anyone thinking the IOPC are transparent and hold the police to account look how hard it is to get information that by law must be published regarding hearings but instead the IOPC delay hide and lie to protect officers first public second.
This maybe due to the very high number of ex officers in the IOPC and the fact the want a full ex officer staff to protect the officers from scrutiny

Yours sincerely,

carl robinson

Dear !Request Info,

Thank you for your response must be coincidental that Lancashire have suddenly publishing previous hearing and have listed PC Norris for hearing.

Would almost think you and the force were trying bury and hide his abuses look forward to the statement of him staying on the force to abuse further

Yours sincerely,

carl robinson
