Referral of complaints against ACC Paul Fullwood to I0PC/IPCC, the 14 day delay, the further 2 week delay of referral to IOPC - Martin McvGartland request

Dear Cambridgeshire Constabulary,
I received a email/letter from Amanda Bell (Head of PSD this morning concerning my complaints which I made to PSD concerning ACC Paul Fullwood. My complaint/s were emailed to PSD on Friday 3 May (and after close of business). PSD, due to the Bank Holiday weekend, will have received my complaint on Tuesday 7 May.
In her letter of today Ms Bell included the following;
"Having carefully read your complaint I can see that my department has taken your complaint seriously, as on 20th May 2019, the same day that your complaint was recorded, your complaint was voluntary referred to the Independent Office for Police Conduct for them to decide on the mode of investigation. This may be a supervised, managed or independent investigation. Alternatively the IOPC may inform us to investigate on our own (a local investigation)."
And she wrote; "I am aware that this information was not conveyed to you and I apologise for this oversight. We are unable to commence an investigation into your complaint until the IOPC have informed us of their ‘mode of investigation’ decision...."
Under the FOIA I would like to know;
1. Why did Ms Bell, her PSD delay the referral of the ACC Fullwood complaints to IOPC/IPCC by 2 weeks (between 7 May and date of referral on 20 May) when referrals are required to be made immediately and or soon after complaints are received?
2. How did the 'oversight' come about (reason for it). That which resulted in my not being informed of the referral for a further two weeks (post referral being made to IOPC/IPCC on 20 May) Given complaint/s were received by Ms Bell, her PSD on 7 May... referral was not made by her, her PSD until 20 May?
3. Has Ms Bell (now Head of PSD) ever worked directly with Paul Fullword before she became Head of PSD. If so, please supply details ... and also explain if there is any conflict regards above and or in her, her PSD investigating ACC Fullwood?
4. Has Ms Bell, her PSD considered appointing an external (independent) police force to investigate complaints against ACC Fullwood. If not, why not?
This request relates to email / letter from Ms Bell as sent to me today. The request must be answered within the legal time limit.
