I have been informed that the design authority (team) came into existence in December 2016 and currently consists of 6 team members reporting to Abigail Howarth, Directions of Operations and Quality.

Response:

 

No meeting notes or minutes are held which refer to the setting up and
running of the design authority team. However, we do hold a draft
discussion paper concerning the Design Authority Team which was drafted
for the purpose of wider initial discussions on a Target Operating Model
(TOM). Please find this draft document attached for your information. No
further information is held which is relevant to your request.

I hope that this information is useful. If you believe we have made an

Dear InformationRights,

You have attached a 'draft discussion paper' which by definition must have generated some discussion on the setting up of the Design Authority. Some of this discussion must have been minuted or communicated in a written format to staff members. It is not credible that no other data exists on the setting up of a key body responsible for managing change across the board.

Please send me the discussion which ensued from the draft document and any other documentation which mentions the Design Authority or Target Operating Model.

I have considered your previous correspondence including your request for
an internal review.

 

Internal Review Response

 

Timeliness of response:

 

The response to your request was within the 20 working days stipulated by
section 10(1) Freedom of Information Act.

 

Information Provided:

 

I have reconsidered your request and our response to you. Further searches
have been made to locate any relevant information within the scope of your
request. Information has been located that was not provided in our
original response (attached).

 

A small amount of personal information has been removed from the
attachments as it relates to staff members who would not legitimately
expect their information to be disclosed. Disclosure of this data into the
public domain would be against the legitimate expectations of those
concerned, and thus unfair and a breach of the first data protection
principle as set out at schedule 1 to the Data Protection Act 1998. 
Accordingly, such information is exempt under section 40(2) of the Freedom
of Information Act 2000 by virtue of section 40(3)(a)(i).

 

Conclusion

 

For the reasons set out above, I uphold your complaint as the attached
information was not located and provided to you in our previous response.
Please accept my apologies that this information was not located and
provided in response to your information request.

 

If you remain unhappy with our response, it is open to you to complain to
the Information Commissioner’s Office ([1]www.ico.org.uk).
