Thank you for your request for information.

 

Under section 1(3)(a) of the Freedom of Information Act (FOIA), a public
authority need not comply with a request unless any further information
reasonably required to locate the information is supplied.  If a request
is too broad or general in nature, then public authorities have a duty to
provide advice and assistance to the applicant in order to focus the
request.

 

Unfortunately the detail that you provided in your request is very broad.
We are concerned that to try to provide information under such a wide
search criteria may cause your request to be refused. This is because it
could exceed the appropriate limit stipulated in section 12 of the Freedom
of Information Act. This is when it would cost more than £450 to locate,
retrieve and extract the information that is requested.

 

In order for us to carry out a more focussed search that is less likely to
exceed the appropriate limit please can you provide the following
clarification:-

 

·         Officers names (where known) or service areas who have been
involved

·         External email addresses if applicable

 

This information will allow us to stipulate search parameters into our
email search system so a thorough and focussed search can be undertaken.

 

We will continue to process your request once this confirmation is
received, however we cannot guarantee that your further clarification will
mean that your request does not exceed the appropriate limit.  If this
will be the case we will advise you what information we could provide
within the appropriate limit to give you the opportunity to decide how you
would like the time (18.5 hours, appropriate limit) to be used.

We have now considered your request and a copy of the information is
attached.

 

Please note that some of the information is exempt under section 40 of the
Act and cannot be provided.

 

Section 40(2) (personal information) allows a public authority to withhold
information if its release would contravene the principles of the Data
Protection Act. This exemption has been applied to the names of junior
officers that are contained within the attached documents. This is because
junior officers would not expect their names to be released into the
public domain.

 

The information that we have been able to provide may be used for domestic
or journalistic purposes. Its use for commercial gain including issuing to
the public, social media or computer blogs may be subject to the issue of
a licence under the Reuse of Public Sector Information Regulations 2015.
