Thank you for your request for information held by London Borough of

Lewisham. I have included below a copy of your request, followed by the
Council’s response.

The details we require are:

• What are the contractual performance KPI's for this contract?

The Council focussed performance measurement on the quality of learning
for each apprentice with the provider. We have routine steps to ensure
learners are well supported in their apprenticeship and receiving the
necessary skills and tools. 

 

• Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages

- the Council does not hold this information as the Council did not set up
the framework. Only the details of the winning bidder is made publicly
available 

 

• Actual spend on this contract/framework (and any sub lots), from the
start of the contract to the current date

£111,691 has been spent so far against this contract. Apprenticeship
training is normally purchased on a per-placement basis, based on the
needs of the learner and service. This procurement was completed during
the first major lockdown in 2020, not a normal time for the service. There
was a hope/expectation that demand for apprenticeships would increase
dramatically among local businesses and public sector partners later in
2020, making sure the Council had the necessary approvals to commission
apprenticeship training rapidly at scale. There were a number of local and
national factors which made apprenticeship creation very challenging
during 2020 & 2021.

given to all bidders for when this contract was last advertised?

• Is there an extension clause in the framework(s)/contract(s) and, if so,
the duration of the extension?

No extension is currently proposed to this contract. We do not expect to
re-tender for apprenticeship training contracts of this size in future,
rather spot purchase apprenticeship courses as required undertaking a
Request for Quotation process by inviting suppliers to tender where
appropriate.

 

• Has a decision been made yet on whether the framework(s)/contract(s) are
being either extended or renewed?

No formal decision has been made, but there is currently no proposal to
extend this contract beyond March 2023.

 

• Who is the senior officer (outside of procurement) responsible for this
contract?

We apply Section 21 of the Freedom of Information Act 2000, ‘Information
reasonably accessible to the applicant by other means’, to your request.

 

Section 21 states:

(1) Information which is readily available to the applicant otherwise than
under section 1 is exempt information.

(2) For the purposes of subsection (1)-

(a) information may be reasonably accessible to the applicant even though
it is accessible only on payment, and

(b) information is to be taken to be reasonably accessible to the
applicant if it is information which the public authority or any other
person is obliged by or under any enactment to communicate (otherwise than
by making the information available for inspection) to members of the
public on request, whether free of charge or upon payment.

(3) For the purposes of subsection (1), information which is held by a
public authority and does not fall within subsection (2)(b) is not to be
regarded as reasonably accessible to the applicant merely because the
information is available from the public authority itself on request,
unless the information is made available in accordance with the
authority’s publication scheme and any payment required is specified in,
or determined in accordance with, the scheme.

 

This acts as an exemption notice. Subsection 1 means that the Council is
relieved of the duty to communicate the requested information to an
applicant if there is an existing method by which the information can be
obtained, outside of the operation of the Freedom of Information Act 2000.
This is an absolute exemption and therefore does not require the public
