Royal Mail Group Limited

Dear Mr Heard

I am writing in response to your request dated 12 July 2009. You requested
the figures showing the reduction of OPG hours in Royal Mail for 2000/01,
2001/02, 2002/03 and 2003/04.

We have previously provided you with equivalent information for 2004/05 –
2007/08. Unfortunately, we do not hold information prior to 2003/04 which
is required to calculate the reduction in hours for the full period you
specified. I have attached the information that we do have for 2004/05.

You also requested the following information:

“…the total amount of wages paid out to OPG's for [2000/01, 2001/02,
2002/03 and 2003/04].”

“…the total amount of wages paid to CMA grade staff employed by Royal Mail
letters to manage OPG staff and the units [where] they work, starting with
year 2001/2001 through to year 2008/2009.”

“…the total wage bill for all CMA grade staff in Post Office Ltd,
Parcleforce and RML and the same for all CWU grade staff for each year
starting 2000/2001 through to 2008/2009.”

Royal Mail’s HR system holds data for all current employees and for
employees who have left the business within the last three years.
Therefore, it is not possible to produce the information you have requested
in full. Further, we estimate that it would take a total of 8 days work to
produce the information you have requested for all employees on the system.
This would greatly exceed the appropriate cost limit set out under section
12 of the Freedom of Information Act. The appropriate limit for Royal Mail
Group is set at £450. This represents the estimated cost of one person
spending 18 hours in determining whether we hold the information, and in
locating, retrieving and extracting the information.

It may be possible to consider a refined request within the cost-limit.
For example, if you were interested in a much smaller time frame. However,
we cannot guarantee this will be possible and any reformulated request we
receive from you will need to be treated as a fresh FOI request. Royal
Mail does publish details of overall people costs in its annual Reports &
Accounts which are freely available from our website (
www.royalmailgroup.com) and which may therefore be of interest to you.

I am sorry that your request cannot be met in full but hope that the
information provided is helpful. If you are dissatisfied with this response
for any reason you do have the right to request an internal review, in
which case please write to the Head of Information Compliance, Royal Mail
Group, Company Secretary's Office, 100 Victoria Embankment, LONDON, EC4Y
0HQ. An internal panel will then review the request, and you will be
advised of the outcome.

If, having requested an internal review by Royal Mail, you are still not
satisfied with our response you also have a right of appeal to the
Information Commissioner at:

Information Commissioner's Office
Wycliffe House
Water Lane
Wilmslow
Cheshire
SK9 5AF
Telephone: 01625 545 700
